Este sistema de artiller\u00eda de gran movilidad y flexibilidad, permite realizar acciones del tipo \u201cshoot and Scoot\u201d, con su sistema digitalizado de blancos y computadora de direcci\u00f3n de los fuegos. Es apto para disparar de proyectiles de alcance extendido ERFB y RAP (Rocket Assisted), pudiendo as\u00ed batir blancos hasta 45 km, lo que supera ampliamente el alcance de la artiller\u00eda de tubo en servicio en Rusia. La posibilidad de emplear adem\u00e1s munici\u00f3n \u201cSmart\u201d como el M82 Excalibur y el BONUS \u201cguided anti tank\u201d, muestran que los duelos de artiller\u00eda y los fuegos de contrabater\u00eda continuar\u00e1n siendo decisivos en ese escenario de guerra.<\/p>\n<hr \/>\n<p>On Monday the city council of\u00a0<a href=\"https:\/\/www.19fortyfive.com\/2022\/05\/ukraine-update-mariupol-falls-sweden-and-finland-want-to-join-nato-and-turkey-objects\/\" target=\"_blank\" rel=\"noopener\">Mariupol<\/a>, the Ukrainian port captured by Russian forces after a\u00a0<a href=\"https:\/\/www.19fortyfive.com\/2022\/05\/mariupol-russia-siege-evacuees\/\" target=\"_blank\" rel=\"noopener\">brutal three-month siege<\/a>,\u00a0<a href=\"https:\/\/t.me\/mariupolrada\/9729\" target=\"_blank\" rel=\"noopener\">posted<\/a>\u00a0a video depicting the Ukrainian Army\u2019s 55th Artillery Brigade in action. Rather than the brigade\u2019s usual Soviet-vintage\u00a0<a href=\"https:\/\/www.19fortyfive.com\/2022\/02\/a-russia-ukraine-war-a-missile-and-artillery-battle-like-no-other\/\" target=\"_blank\" rel=\"noopener\"><i>Msta-B<\/i>\u00a0towed howitzers<\/a>, the video showed gunners unloading shells \u2013 one of which is inscribed \u201cFor Mariujpol\u201d \u2013 and firing them from a gun built into the\u00a0<a href=\"https:\/\/twitter.com\/UAWeapons\/status\/1528805575991218176\" target=\"_blank\" rel=\"noopener\">back of a truck<\/a>.<\/p>\n<p>This announced to the world that some of the 12 French CAESAR self-propelled howitzers\u00a0<a href=\"https:\/\/www.19fortyfive.com\/2022\/04\/putin-is-angry-france-is-sending-155mm-caesar-artillery-systems-to-ukraine\/\" target=\"_blank\" rel=\"noopener\">promised by French President Emanuel Emmanuel Macron on April 22<\/a>\u00a0had reached the frontlines. Forty Ukrainian soldiers spent weeks training in Paris to operate the systems.<\/p>\n<p>Ukrainian armed forces commander Valeriy Zaluzhnyi subsequently posted on\u00a0<a href=\"https:\/\/www.facebook.com\/CinCAFU\/posts\/pfbid022KHhdGFhknYwFthAEd3bGWCcdSGPssvRWgTFf2yfrpDwEpTbz1Tu3MrB5nTVNoHTl\" target=\"_blank\" rel=\"noopener\">Facebook<\/a>, \u201cCaesar howitzers are already at the frontline,\u201d noting that it had the range to destroy \u201cenemy\u2019s artillery, reserves, and command posts.\u201d Describing its\u00a0<a href=\"https:\/\/twitter.com\/Archer83Able\/status\/1529195963432198149\" target=\"_blank\" rel=\"noopener\">digital targeting system<\/a>\u00a0and ability to perform shoot-and-scoot fires, he claimed Ukrainian gunners had \u201c\u2026rapidly mastered the new artillery piece, in fact in 2-3 hours.\u201d<\/p>\n<p>The 55th Artillery Brigade was also reportedly the first unit to receive some of the 90\u00a0<a href=\"https:\/\/www.19fortyfive.com\/2022\/05\/video-ukraine-is-attacking-russian-troops-with-m777-u-s-155-millimeter-howitzers\/\" target=\"_blank\" rel=\"noopener\">M777 towed howitzers<\/a>\u00a0provided by the United States. The fewer CAESARs, however, do boast much greater range and mobility than the M777s, which already outdistance much of the Russian artillery.<\/p>\n<p><b>CAESAR\u2019s Busy Backstory<\/b><\/p>\n<p>CAESAR is an on-the-nose acronym in French for \u201ctruck equipped with an artillery system.\u201d It marks a departure from the Cold War trend towards fully-enclosed, tracked self-propelled guns, like France\u2019s AuF1 howitzer built on the hull of an AMX-30 tank, built to survive a potential nuclear\u00a0<a href=\"https:\/\/www.19fortyfive.com\/2022\/05\/belarus-warns-sending-weapons-to-ukraine-will-start-world-war-iii\/\" target=\"_blank\" rel=\"noopener\">World War III<\/a>.<\/p>\n<p>As that scenario seemed unlikely after the dissolution of the Soviet Union, the French military was intrigued in 1994 when manufacturer GIAT unveiled a truck-based mobile artillery prototype with one-quarter the operating costs and one-third the maintenance costs of an AuF1.<\/p>\n<p>The 6\u00d76 CAESAR\u2019s UNIMOG truck chassis weighs 17.7 tons, less than half the 48 tons of the AuF1, and, importantly for the forthcoming era of global counter-insurgency operations, could fit inside medium-lift C-130, C-160, or A400M cargo planes.<\/p>\n<p>Of course, by trading away armor and tracks, a CAESAR can\u2019t handle the same terrain, and its crew is more vulnerable to shrapnel and small arms, particularly when dismounted to operate the cannon. That said, the Unimog truck reportedly can still handle 40-degree gradients, thanks to its adjustable tire pressure, and the crew cab can be reinforced with additional armor.<\/p>\n<p>Ramming and gun-laying are fully automated using CAESAR\u2019s built-in digital fire control computer, though loading shells and propellant is done manually. At its fastest, a CAESAR can surge three roughly 100-pound rounds in 18 seconds, or sustain 6-8 rounds per minute. But with only 18 rounds carried, a CAESAR must rely on a crane-equipped ammunition truck to perform more sustained fires.<\/p>\n<p>But for quick shoot-and-scoot fires, a CAESAR crew can begin firing 60 seconds after arriving on position and decamp within 40 seconds. That means a CAESAR unit can begin rolling away less than three minutes after deploying, well before a counterbattery riposte can land.<\/p>\n<p>Most importantly, CAESAR\u2019s eight-meter-long 52-caliber gun barrel could attain an impressive 26 miles using NATO ERFB base-bleed rounds (roughly $4,000 per shot), or 31 miles using a rocket-assisted projectile, compared to a 12-18 mile range for most Russian howitzers. It\u2019s also compatible with U.S. GPS-guided M982 Excalibur rounds and the 34-mile VLAP round.<\/p>\n<p>Other specialized munitions useable with CAESAR include the Ogre cargo shell, which can each spray an area with 63 cluster bomblets, and the BONUS guided anti-tank round, which releases two independent munitions that scan a 180-meter radius for armored vehicles using infrared and lidar sensors. Once detected, the munitions smack the vehicle\u2019s thin top armor with an explosively formed penetrator (EFP). Both shell types have a range of 21 miles.<\/p>\n<p>CAESAR first saw combat in August 2009 when France deployed eight units to three firebases in Afghanistan. Four years later, CAESARs helped French and Malian forces roll back Tuareg and al-Qaeda insurgents that had overrun eastern Mali.<\/p>\n<p>Finally, between 2016-2019, four CAESARs and\u00a0<a href=\"https:\/\/mobile.twitter.com\/Marsattaqueblog\/status\/1235547215126552579\" target=\"_blank\" rel=\"noopener\">a rotating contingent<\/a>\u00a0of gunners were formed into Taskforce Wagram and dispatched to Iraq and Syria to combat ISIS after the horrible Bataclan terror attack. Wagram provided round-the-clock fire support in the battles of Mosul, Tal Afar, Raqqa, and Barghouz, often paired closely with American artillery. In one incident on December 3, 2018, three CAESARs knocked out eight ISIS armored vehicles near Deir-es Zor\u00a0<a href=\"http:\/\/www.opex360.com\/2018\/12\/07\/irak-les-artilleurs-francais-ont-detruit-une-colonne-de-vehicules-de-letat-islamique-avec-des-obus-bonus\/\" target=\"_blank\" rel=\"noopener\">using just four BONUS smart rounds<\/a>.<\/p>\n<p>CAESAR has also seen export success. The Saudi Arabian National Guard has received some of the promised 136 gun trucks. <a href=\"https:\/\/www.reuters.com\/article\/us-yemen-security-france-arms-idUSKCN1RR1D3\" target=\"_blank\" rel=\"noopener\">According<\/a>\u00a0to French intelligence these were employed against Houthi rebels in Yemen. Thailand also acquired six CAESARs, which it allegedly used to knock out two Grad rocket-launcher trucks in a border skirmish.<\/p>\n<p>The Czech Republic is receiving a customized 8\u00d78 CAESAR using its indigenous Tatra T815 truck. Weighing nearly twice as much at 39 tons, this variant is better armored, has twice the ammunition capacity (36 rounds), and boasts a fully automated loading system and modernized fire control. Denmark too is ordering 15 8\u00d78 CAESARs.<\/p>\n<p>Future CAESAR operators include Belgium (9 CAESAR NGs, see below), Colombia (4 going on 12), and Morocco (36), with Indonesia increasing its 37 Caesars by an additional 18. The U.S. Army is also evaluating CAESAR, following a\u00a0<a href=\"https:\/\/euro-sd.com\/2021\/12\/articles\/exclusive\/24432\/us-army-howitzer-shoot-off-which-system-will-win-the-us-army-competition\/\" target=\"_blank\" rel=\"noopener\">three-month \u2018shootoff\u2019<\/a>\u00a0completed in November 2021 versus competing designs.<\/p>\n<p>France operates 77 Caesars alongside 36 remaining tracked AuF1s and twelve TRF1 towed guns. Paris plans to procure 33 CAESAR Next Generation systems to replace the AuF1s by 2030, and either upgrade or replace existing CAESARs to the new standard. This model matches the gun to a new\u00a0<a href=\"https:\/\/www.arquus-defense.com\/newsroom\/news\/arquus-heart-casear-mk-ii-mobility\" target=\"_blank\" rel=\"noopener\">Arquus 6\u00d76 truck<\/a>\u00a0with enhanced crew protection against IEDs and small arms, an 80 percent more powerful 460 horsepower engine, and modernized fire control and communication systems designed to integrate with the Scorpion battle-management network and future smart ammunition.<\/p>\n<p><b>CAESAR, France, and Ukraine<\/b><\/p>\n<p>President Macron has received flak from supporters of Ukraine for his repeated calls to Putin made in hopes of encouraging a ceasefire agreement. The French president sees himself playing the role of \u2018good cop,\u2019 maintaining communication with Moscow, arguing France is a preferred broker for eventual peace negotiations over Turkey, India, or China.<\/p>\n<p>However, Macron is tougher on Putin than his strongest domestic rivals, particularly Marine Le Pen (defeated in an April election), whose party is\u00a0<a href=\"https:\/\/www.wsj.com\/articles\/marine-le-pens-far-right-french-party-to-pay-nearly-13-million-to-russian-military-contractor-11650644840\" target=\"_blank\" rel=\"noopener\">repaying a $13 million loan to a Russian military<\/a>\u00a0contractor. She represents the\u00a0<a href=\"https:\/\/www.diplomatie.gouv.fr\/IMG\/pdf\/france_russie.pdf\" target=\"_blank\" rel=\"noopener\">Paris-Moscow strain of French foreign policy<\/a>\u00a0which sees alignment and dealings with Russia \u2013 such as the canceled sale of\u00a0<a href=\"https:\/\/nationalinterest.org\/blog\/reboot\/friendly-fire-nato-could-have-battled-french-mistral-carriers-war-russia-178574\" target=\"_blank\" rel=\"noopener\">Mistral amphibious carriers<\/a>\u00a0\u2013 as means for France to become more independent of the EU and U.S.<\/p>\n<p>The perception of Macron\u2019s softness versus Russia is inadvertently reinforced by a policy of keeping most military assistance to Ukraine secret. Though this had a rationale in\u00a0<a href=\"https:\/\/www.wsj.com\/livecoverage\/russia-ukraine-latest-news-2022-03-09\/card\/france-won-t-detail-military-support-to-ukraine-to-avoid-provoking-russia-V1csLhxaNQh4Ymoeyq7g\" target=\"_blank\" rel=\"noopener\">operational security and anti-escalatory diplomacy<\/a>, this has obscured how much aid France is giving.<\/p>\n<p>Initial French contributions announced on February 26 were valued at around \u20ac120 million, but since then Macron announced augmentations to assistance on April 13th and 30th. In terms of specifics, we only know France has given\u00a0<a href=\"https:\/\/www.19fortyfive.com\/2022\/05\/video-shows-javelin-tank-killer-missile-killing-russian-rocket-launchers\/\" target=\"_blank\" rel=\"noopener\">Javelin<\/a>\u00a0and domestic\u00a0<a href=\"https:\/\/www.19fortyfive.com\/2022\/03\/pictures-and-video-watch-ukraines-military-in-action-with-tank-busting-missiles\/\" target=\"_blank\" rel=\"noopener\">MILAN anti-tank missiles<\/a>, as well as Mistral portable surface-to-air missiles. France has also reportedly furnished infrared sensors, fuel, body armor, and access to French reconnaissance satellites.<\/p>\n<p>CAESAR is thus the most publicly prominent manifestation of French assistance to Ukraine.
