Luego de semanas de ataques masivos por parte de Rusia, con armas de gran precisi\u00f3n como misiles y enjambres de \u201cdrones kamikaze\u201d, sobre la infraestructura cr\u00edtica de energ\u00eda el\u00e9ctrica y servicios b\u00e1sicos de las principales ciudades de Ucrania, el presidente Zelensky ha expresado que cerca del 30% de las instalaciones generadoras de energ\u00eda han sido seriamente afectadas. La WHO (World Health Organization) ha alertado acerca de la situaci\u00f3n de extrema emergencia en que se encuentra la poblaci\u00f3n de esas ciudades, sin \u00a0abastecimiento de energ\u00eda y escasez de agua potable, teniendo en cuenta adem\u00e1s que la mayor\u00eda de los habitantes viven de manera muy precaria, desplazados y a resguardo de los ataques, pero se enfrentan adem\u00e1s a la proximidad del invierno y sus fr\u00edos extremos en la regi\u00f3n.<\/p>\n

\u201cAnother kind of Russian terrorist attacks: targeting energy & critical infrastructure. Since Oct. 10, 30% of Ukraine\u2019s power stations have been destroyed, causing massive blackouts across the country,\u201d Zelensky tweeted Tuesday.<\/p>\n

He added that there was \u201cno space left for negotiations with (Russian President Vladimir) Putin\u2019s regime.\u201d<\/p>\n

The Russian Defense Ministry later confirmed that the country\u2019s military had launched high-precision strikes on \u201cenergy systems\u201d in Ukraine.<\/p>\n

\u201cDuring the day, the Armed Forces of the Russian Federation continued to strike with long-range high-precision air and sea-based weapons on military command and energy systems of Ukraine, as well as arsenals with foreign-made ammunition and weapons, all designated targets were hit,\u201d Lieutenant-Colonel Igor Konashenkov said Tuesday.<\/p>\n

The death toll in Kyiv continues to climb this week, officials said. At least five people\u00a0were killed Monday<\/a>\u00a0following Russian attacks with Iranian-made \u201ckamikaze\u201d drones and\u00a0at least three people<\/a>\u00a0died in separate strikes on Tuesday.<\/p>\n

\u2018Save water as much as possible\u2019<\/strong><\/p>\n

Moscow has targeted key Ukrainian power facilities in recent days, leaving areas in at least three cities\u00a0without power<\/a>.<\/p>\n

A residential neighborhood in the capital Kyiv is experiencing power cuts and water outages, local energy company DTEK said on Facebook Tuesday.<\/p>\n

\u201cRussian shelling has damaged a critical infrastructure facility in the Desnyansky district, causing interruptions in the electricity supply to the residents of the Troyeshchyna residential district and the water channel that supplies water to the Left Bank of the capital,\u201d the company said.<\/p>\n

In Dnipropetrovsk region, at least three areas, including parts of Dnipro city, experienced electrical outages and a water pumping facility lost power after Russia launched two missiles at an energy facility, causing \u201cfire and severe destruction,\u201d according to local authorities.<\/p>\n

A CNN team in Dnipro saw from a distance the aftermath of a hit on a power plant in Dnipro and smoke rising from the facility.<\/p>\n

Further west, the mayor of Zhytomyr said in a statement that the city was experiencing power and water cuts, with hospitals running on back up energy.<\/p>\n

Residents in the Ukrainian capital were also urged by local officials to limit electricity and water usage, after two key infrastructure complexes were hit on Tuesday.<\/p>\n

\u201cCurrently, the provision of electricity and water supply services is partially limited in many houses on the left bank of the capital \u2026 I appeal to all Kyiv residents to save electricity as much as possible,\u201d the city\u2019s mayor, Vitali Klitschko, said on Telegram.<\/p>\n

\u201cFor residents who have low pressure in the water supply network \u2013 save water as much as possible now.\u201d<\/p>\n

The World Health Organization (WHO) has warned of a \u201chumanitarian emergency\u201d as Putin\u2019s military assault on Ukraine approaches the \u201cbrutal\u201d winter months.<\/p>\n

\u201cToo many people in Ukraine are living precariously, moving from location to location, living in substandard structures or without access to heating. This can lead to frostbite, hypothermia, pneumonia, stroke and heart attack,\u201d Hans Henri P. Kluge, the WHO\u2019s regional director for Europe, said Friday.<\/p>\n

\u201cThe destruction of houses and lack of access to fuel or electricity due to damaged infrastructure could become a matter of life or death if people are unable to heat their homes.\u201d<\/p>\n
