Por su parte, las autoridades de EUA y los pa\u00edses que han proporcionado enorme cantidad de equipamiento militar a Ucrania, especialmente sistemas letales de \u00faltima generaci\u00f3n, muestran preocupaci\u00f3n que parte de ese material cr\u00edtico (Por razones delictivas, capturados en operaciones, contrabando, etc), termine en manos rusas o en terceros paises. El mismo puede ser utilizado para instrumentar una acci\u00f3n de \u201cfalsa bandera\u201d o bien ser sometido a ingenier\u00eda inversa, tanto para conocer m\u00e1s sobre las tecnolog\u00edas que los integran, como para instrumentar contramedidas espec\u00edficas. Sistemas de bajo costo relativo como los misiles Atan JAVELIN o los Stinger (Shorad), que han tenido una gran relevancia en este conflicto, son exhaustivamente controlados por asesores de los pa\u00edses que los proveen. Una tarea exytremadamente dificultosa en tiempos de guerra.<\/p>\n<hr \/>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">WASHINGTON \u2015 The U.S. State Department released\u00a0<a href=\"https:\/\/www.state.gov\/u-s-plan-to-counter-illicit-diversion-of-certain-advanced-conventional-weapons-in-eastern-europe\/\" target=\"_blank\" rel=\"noopener\">plans<\/a>\u00a0Thursday to better track weapons supplied to\u00a0<a href=\"https:\/\/www.militarytimes.com\/flashpoints\/ukraine\/\" target=\"_blank\" rel=\"noopener\">Ukraine<\/a>, voicing fears Russian forces could capture and use them to fabricate an attack by Ukrainian forces.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">\u201cPro-Russian forces\u2019 capture of Ukrainian weapons \u2015 including donated materiel \u2015 has been the main vector of diversion so far and could result in onward transfers,\u201d the plan reads. \u201cRussia probably will also use these weapons to develop countermeasures, propaganda, or to conduct false-flag operations.\u201d<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">The warning comes amid Russia\u2019s\u00a0<a href=\"https:\/\/apnews.com\/article\/russia-ukraine-kyiv-india-moscow-sergei-shoigu-3d9f8eca76f03cbf48feb8c4b8354cbb\" target=\"_blank\" rel=\"noopener\">unfounded claims<\/a>\u00a0Ukraine is planning to use a \u201cdirty bomb\u201d on its own soil, which U.S. officials see as a potential pretext for Moscow to escalate the war. Ukrainian President Volodymyr Zelenskyy has also\u00a0<a href=\"https:\/\/www.bbc.com\/news\/world-europe-63341251\" target=\"_blank\" rel=\"noopener\">accused<\/a>\u00a0Russia of planning to blow up a huge dam near Kherson and blame it on Ukrainians.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">Since Russia launched its war in Ukraine eight months ago, the U.S. has been\u00a0<a href=\"https:\/\/www.defensenews.com\/congress\/2022\/10\/17\/lawmakers-seek-emergency-powers-for-pentagons-ukraine-war-contracting\/\" target=\"_blank\" rel=\"noopener\">speeding<\/a>\u00a0more than $17 billion in military aid, from shoulder-fired rockets, howitzers and armored vehicles to advanced air defense systems. U.S. lawmakers and officials in Europe, which is also providing billions in weapons, have in recent weeks stepped up calls for stiffer oversight.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">The State Department is especially concerned about two classes of weapons: man-portable air defense systems, including the thousands of\u00a0<a href=\"https:\/\/www.defensenews.com\/land\/2022\/05\/27\/us-army-signs-deal-to-backfill-stingers-sent-to-ukraine\/\" target=\"_blank\" rel=\"noopener\">Stinger anti-aircraft missiles<\/a>\u00a0sent by the U.S., and anti-tank\/all-purpose tactical guided missiles, including thousands of\u00a0<a href=\"https:\/\/www.defensenews.com\/industry\/2022\/05\/09\/lockheed-aiming-to-double-javelin-production-seeks-supply-chain-crank-up\/\" target=\"_blank\" rel=\"noopener\">Javelins<\/a>\u00a0the U.S. sent.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">The State Department said, as part of the plan, it is working with Kyiv to clear explosive remnants of the war, an activity that would enable \u201con-the-ground accounting for and securing of weapons,\u201d the plan says.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">\u201cAs in any conflict, we remain vigilant to the possibility that criminal and non-state actors may attempt to illicitly acquire weapons from sources in Ukraine, including members of the Russian military, during or following the conflict,\u201d State Department spokesperson Ned Price said in a statement.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">The one-page plan released Thursday offered a number of actions, some for next year, others for 2024 and beyond \u2014 but few details about how they would be implemented.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">Among other steps in the plan, U.S. embassy personnel in Kyiv would help Ukraine increase weapons tracking.
