El nuevo Plan de Acci\u00f3n sobre Movilidad Militar 2.0, como se le conoce m\u00e1s formalmente , se extiende hasta 2026. &#8220;No hay defensa europea sin defensa cibern\u00e9tica&#8221;, dijo Margrethe Vestager, vicepresidenta ejecutiva de la Comisi\u00f3n Europea.<\/p>\n<hr \/>\n<p>DUBLIN \u2014 The executive branch of the\u00a0<a href=\"https:\/\/breakingdefense.com\/2019\/11\/pentagon-nato-warn-european-union-about-defense-spending\/\" target=\"_blank\" rel=\"noopener\">European Union (EU)<\/a>\u00a0has committed to \u201cstepping up its contribution\u201d to defense by making military mobility and cyber resilience cornerstones of a newly released security package.<\/p>\n<p>Upon unveiling the package on Nov. 10 the European Commission said that an \u201caction plan\u201d had been\u00a0prompted by Russia\u2019s war in Ukraine and recent cyber attacks on strategic infrastructure.<\/p>\n<p><a href=\"https:\/\/breakingdefense.com\/tag\/military-mobility\/\" target=\"_blank\" rel=\"noopener\">Military mobility<\/a>\u00a0\u2014 a term referring to efforts to make it easier for the military of one nation to cross borders quickly to support another nation in times of peril \u2014 has been a focus for the EU and, to a lesser extent, NATO, ever since Russia\u2019s invasion of Crimea in 2014. It has both a logistical part (making sure rail systems and roads could support the weight of tanks, for example) and a legal part, to ensure that forces aren\u2019t being held up at border crossings due to paperwork.<\/p>\n<p>The new Action Plan on Military Mobility 2.0 \u2014 as it is\u00a0<a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_22_6583\" target=\"_blank\" rel=\"noopener\">more formally known<\/a>\u00a0\u2014 runs until 2026 and includes six key measures:<\/p>\n<ul>\n<li>Identification of possible gaps in the infrastructure, informing future actions to prioritize improvements and integrate fuel supply chain requirements, to support short-notice large-scale movements of military forces;<\/li>\n<li>Digitalization of administrative processes related to customs logistics and military mobility systems;<\/li>\n<li>Measures to protect transport infrastructure from cyber-attacks and other hybrid threats;<\/li>\n<li>Promoting access to strategic lift capabilities and maximizing synergies with the civilian sector to enhance the mobility of the armed forces, especially by air and sea;<\/li>\n<li>Enhancing the energy efficiency and climate resilience of transport systems;<\/li>\n<li>Reinforcing cooperation with NATO and key strategic partners, such as the US, Canada and Norway, while promoting connectivity and dialogue with regional partners and enlargement countries, such as Ukraine, Moldova and the Western Balkans.<\/li>\n<\/ul>\n<p>These efforts \u201cmust not be blocked over bureaucracy or a lack of adapted infrastructure,\u201d said Margrethe Vestager, Executive Vice-President of the European Commission, in a speech announcing the defense package. She vowed to digitalize \u201cprocedures\u201d to make them more reliable and capable of accelerating military mobility issues.<\/p>\n<p>Vestager was also explicit about the dramatic shift in threats faced by European defense, focusing predominately on \u201cmalicious actions in cyberspace\u201d from state and non-state actors.\u00a0\u201cSo today, there is no European defense without\u00a0<a href=\"https:\/\/breakingdefense.com\/2022\/11\/estonias-defense-minister-on-ukranian-lessons-future-investments-and-russias-cyber-threat\/\" target=\"_blank\" rel=\"noopener\">cyber defense<\/a>,\u201d she explained.<\/p>\n<p>\u201cThat\u2019s why\u2026 the EU cyber defense policy, steps-up our ability to protect both our military and civilian assets from cyberattacks,\u201d Vestager\u00a0 continued.\u00a0\u201cWe have seen it with the Russian attack on Viasat satellites. Those satellites provide high-speed broadband to both commercial and military customers. So obviously, one can deeply affect military forces by attacking civilian infrastructure.\u201d<\/p>\n<p>The security of 5G networks will also be prioritized by the\u00a0<a href=\"https:\/\/breakingdefense.com\/2022\/10\/eu-us-progress-on-space-information-sharing-but-beijing-drags-its-feet\/\" target=\"_blank\" rel=\"noopener\">EU<\/a>, with Vestager urging member states not to delay imposing restrictions on high-risk suppliers \u2014\u00a0likely a shot at China, whose efforts to bring Huawei\u2019s 5G into Europe have been met with varying levels of resistance.<\/p>\n<p>\u201cTime lost can increase the vulnerabilities in our networks, and determined action is needed\u201d she added.<\/p>\n<p>Included in the cyber defense strategy are \u201cnew instruments\u201d that will strengthen a \u201ccollective ability\u201d between members states to detect and deter cyber threats. However,\u00a0Vestager did not indicate what exactly these \u201cnew instruments\u201d are or when they will be introduced.<\/p>\n<p>At a broader level, she reflected on the changing face of European defense and the motivation behind approving the EC defense package.<\/p>\n<p>\u201cOur experience in addressing threats to our security, and more particularly the events of the past months, leave us with three main lessons learnt,\u201d she said. \u201cThey serve as foundation for the package we are presenting today.\u201d<\/p>\n<p>In the first instance, \u201cexternal threats\u201d \u2014 a pointed reference to Russia\u2019s aggression \u2014 has caused European security to become more complex, especially around infrastructure and networking.
