Se observa que, al no ser capaz de sostener un r\u00e9gimen de abastecimiento de munici\u00f3n, adecuado para mantener el \u00edmpetu de las operaciones para ocupar y consolidar los territorios invadidos, ha tenido que recurrir a la provisi\u00f3n de material b\u00e9lico e insumos de otros pa\u00edses como Ir\u00e1n y Corea del Norte. Despu\u00e9s de casi un a\u00f1o de combates de alta intensidad, la situaci\u00f3n tambi\u00e9n est\u00e1 afectando seriamente los stocks de armamento, de los pa\u00edses como EUA y de la NATO que asisten con sistemas de armas a Ucrania.<\/p>\n<hr \/>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">SIMI VALLEY, California \u2014 Russia is burning through its munitions stockpiles at an \u201cextraordinary\u201d rate as its\u00a0<a href=\"https:\/\/www.defensenews.com\/newsletters\/daily-news-roundup\/2022\/12\/03\/ukrarain-transparency-push-shouldnt-derail-funding-hasc-chair-says\/\" target=\"_blank\" rel=\"noopener\">invasion of Ukraine<\/a>\u00a0grinds on into its tenth month, the nation\u2019s top intelligence official said Saturday.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">And Russia does not have enough ability to replace those weapons on its own, Director of National Intelligence Avril Haines said during a fireside chat at the\u00a0<a href=\"https:\/\/www.defensenews.com\/smr\/reagan-defense-forum\/\" target=\"_blank\" rel=\"noopener\">Reagan National Defense Forum<\/a>\u00a0here at the Ronald Reagan Presidential Library.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">Haines would not provide specific figures on how fast Russia\u2019s munitions are depleting, but said it is happening \u201cquite quickly.\u201d<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">\u201cIt\u2019s really pretty extraordinary, and our own sense is that they are not capable of indigenously producing what they are expending at this stage,\u201d Haines said. \u201cThat\u2019s why you see them going to other countries, effectively, to try to get ammunition.\u201d<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">Specifically, Russia\u2019s reserves of precision munitions are running out the fastest, she said. The U.S. intelligence community and allies are paying close attention to the health of Russia\u2019s munitions stockpiles, and how they could be used in other conflicts, she said.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">Haines said Russia has obtained some artillery ammunition from North Korea, and that the intelligence community is also tracking those exchanges, but added \u201cit\u2019s not been a lot, at this stage.\u201d<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">Haines\u2019 comments come as the U.S. is trying to boost its own munitions production capability as it continues supplying arms to Ukraine. For example, the\u00a0<a href=\"https:\/\/www.defensenews.com\/industry\/2022\/12\/02\/lockheed-gets-himars-contract-to-replenish-stock-sent-to-ukraine\/\" target=\"_blank\" rel=\"noopener\">Army last week awarded Lockheed Martin<\/a>\u00a0a $431 million contract to produce more M142 High Mobility Artillery Rocket System, or HIMARS, launchers, which the U.S. has in recent months sent to Ukraine.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">Earlier in the day , Raytheon Technologies chief executive Greg Hayes raised concerns about the pace Stinger and Javelin munitions are being used in Ukraine, and industry\u2019s own ability to keep up.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">While Raytheon and Lockheed Martin are building about 400 Javelins per month, Hayes said, \u201cin the first 10 months of the war, we\u2019ve essentially used up 13 years of Stinger production, and five years worth of Javelin production. So the question is, how are we going to resupply, restock the inventories?\u201d<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">Army Secretary Christine Wormuth said on that panel that her service has pushed $6 billion in contracts to industry to help replenish munitions. This includes the Excalibur artillery rounds, built by Raytheon and BAE, and National Advanced Surface-to-Air Munitions Systems, an air defense system also known as NASAMS from Raytheon and Kongsberg, both to supply Ukraine and to rebuild U.S. stocks.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">\u201cCertainly, we all would like to have greater stockpiles than we had in the last several years,\u201d Wormuth said. \u201cBut I do think we\u2019ve done a lot to put money on contract with industry, to increase production of these systems.\u201d<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">Haines said that Russia is trying to obtain more precision munitions from Iran \u2014 which has already provided drones that Russia has used to attack Ukraine\u2019s power infrastructure.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">Haines called Russia\u2019s attacks on Ukraine\u2019s electrical grid, gas, heating, and other elements of its civilian infrastructure \u201coutrageous\u201d and \u201cillegal.\u201d<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">One of Russia\u2019s motivations for carrying out these attacks is to undermine Ukraine\u2019s will to fight, she said, but the United States sees no signs that the approach is succeeding. While such a lessening may happen over time, she said, it depends on how resilient Ukraine\u2019s critical infrastructure is, and the West\u2019s ability to help the nation defend those targets.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">Russia\u2019s invasion has also devastated Ukraine\u2019s economy and attacks on critical infrastructure will worsen the economic toll.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">Haines said the pace of the war \u2014 along with Russia\u2019s steep casualty rates \u2014 has slowed recently, as winter sets in and in the wake of Russia\u2019s withdrawal from the Kherson region, most fighting now occurring in the Donetsk region.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">That will likely continue over the next few months, she said. But it remains to be seen what the next counteroffensive will look like once the spring thaw sets in, she said.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">Both nations will try to resupply and regroup their forces to prepare for the resumption of major fighting, Haines said, but the U.S. is skeptical as to whether Russia will be ready. She said she is more optimistic that Ukraine will be better prepared.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">Haines also said Russian President Vladimir Putin was likely surprised by his military\u2019s failure to swiftly capture Ukraine. In recent months, he has learned more about his military\u2019s on-the-ground situation, she said \u2014 but perhaps not enough to make the changes he would need.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 kEzXdV body-paragraph body-paragraph\">\u201cHe is becoming more informed of the challenges that the [Russian] military faces,\u201d Haines said. \u201cBut it\u2019s still not clear to us that he has a full picture at this stage of just how challenged they are.
