Austin III at the Reagan National Defense Forum in California in December.<\/p>\n<p>The 2022\u00a0<a href=\"https:\/\/www.defense.gov\/National-Defense-Strategy\/\" target=\"_blank\" rel=\"noopener\">National Defense Strategy<\/a>\u00a0stated that the department must act because market forces are driving new capabilities that could prove useful, particularly in a confrontation with China.<\/p>\n<p>&#8220;To gain and maintain operational advantage over competitors, the DOD requires an order of magnitude increase in its adoption of commercial technologies. This process that\u00a0typically takes from 12 to 24 months, which is extremely fast in the world of government\u00a0acquisition. Since 2016, a total of 52 projects have transitioned to DOD, said Mike Madsen, acting DIU director.<\/p>\n<p>In FY22, 86 percent of our awards were non-traditional, 73 percent were awarded to small businesses, with 33 percent first-time DOD vendors. &#8220;It is critically important that we are working to lower the barriers to entry so that we can grow and strengthen the national security innovation base.&#8221;<\/p>\n<p>Dual-use commercial technologies play an increasingly important role in how DOD solves problems, he said.<\/p>\n<p>&#8220;In particular, the\u00a0<a href=\"https:\/\/www.defense.gov\/Spotlights\/Support-for-Ukraine\/\" target=\"_blank\" rel=\"noopener\">war in Ukraine<\/a> has increased interest within the national security community on the value of commercially available technology, such as satellite services, communications and remote sensing,&#8221; Madsen said.<\/p>\n<figure id=\"attachment_11738\" aria-describedby=\"caption-attachment-11738\" style=\"width: 927px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" class=\"size-full wp-image-11738\" src=\"https:\/\/www.fie.undef.edu.ar\/ceptm\/wp-content\/uploads\/2023\/02\/otroAltoVelero.jpg\" alt=\"\" width=\"927\" height=\"613\" srcset=\"https:\/\/www.fie.undef.edu.ar\/ceptm\/wp-content\/uploads\/2023\/02\/otroAltoVelero.jpg 927w, https:\/\/www.fie.undef.edu.ar\/ceptm\/wp-content\/uploads\/2023\/02\/otroAltoVelero-300x198.jpg 300w, https:\/\/www.fie.undef.edu.ar\/ceptm\/wp-content\/uploads\/2023\/02\/otroAltoVelero-768x508.jpg 768w\" sizes=\"(max-width: 927px) 100vw, 927px\" \/><figcaption id=\"caption-attachment-11738\" class=\"wp-caption-text\">Two Saildrone Explorer unmanned surface vessels and the USS Delbert D.
