{"id":11980,"date":"2023-03-16T11:07:36","date_gmt":"2023-03-16T14:07:36","guid":{"rendered":"https:\/\/www.fie.undef.edu.ar\/ceptm\/?p=11980"},"modified":"2023-03-16T11:07:44","modified_gmt":"2023-03-16T14:07:44","slug":"rusia-prohibe-aplicaciones-de-mensajeria-extranjera-en-organizaciones-gubernamentales","status":"publish","type":"post","link":"https:\/\/www.fie.undef.edu.ar\/ceptm\/?p=11980","title":{"rendered":"Rusia prohibe aplicaciones de mensajer\u00eda extranjera en organizaciones gubernamentales"},"content":{"rendered":"<p>La agencia de control de Internet de Rusia, Roskomnadzor, advierte que hoy entraron en vigor las leyes que proh\u00edben el uso de muchas aplicaciones de mensajer\u00eda privada extranjera en el gobierno y las agencias estatales rusas.<\/p>\n<hr \/>\n<p>Russia\u2019s internet watchdog agency Roskomnadzor warns that laws banning the use of many foreign private messaging applications in Russian government and state agencies came into force today.<\/p>\n<p>The law is &#8220;On information, information technology, and information protection,&#8221; specifically\u00a0<a href=\"https:\/\/www.consultant.ru\/document\/cons_doc_LAW_61798\/546dcc703c0a1e08647b40a2eeaf9461168c7cb1\/\" target=\"_blank\" rel=\"nofollow noopener\">Part 8-10 of Article 10<\/a>, which prohibits Russian agencies from using information exchange systems owned by foreign entities.<\/p>\n<p>&#8220;The law establishes a ban for a number of Russian organizations on the use of foreign messengers (information systems and computer programs owned by foreign persons that are designed and (or) used for exchanging messages exclusively between their users, in which the sender determines the recipients of messages and does not provide for placement by Internet users publicly available information on the Internet),&#8221;\u00a0<a href=\"https:\/\/rkn.gov.ru\/news\/rsoc\/news74672.htm\" target=\"_blank\" rel=\"nofollow noopener\">warns Roskomnadzor<\/a>\u00a0in a translated alert published today on its portal.<\/p>\n<p>The banned services mentioned by\u00a0Roskomnadzor include the following:<\/p>\n<ul>\n<li><strong>Discord<\/strong>\u00a0\u2013 Game-focused VoIP and instant messaging social platform based in San Francisco, U.S.<\/li>\n<li><strong>Microsoft Teams<\/strong>\u00a0\u2013 American business communication platform.<\/li>\n<li><strong>Skype for Business<\/strong>\u00a0\u2013 Microsoft-owned enterprise instant messaging and videoconferencing app.<\/li>\n<li><strong>Snapchat\u00a0<\/strong>\u2013 American instant messaging app and ephemeral data exchange platform.<\/li>\n<li><strong>Telegram\u00a0<\/strong>\u2013 Dubai-based end-to-end encrypted (optional) communications app, blocked again in Russia between April 2018 and June 2020.<\/li>\n<li><strong>Threema\u00a0<\/strong>\u2013 End-to-end encrypted secure messenger app headquartered in Switzerland.<\/li>\n<li><strong>Viber\u00a0<\/strong>\u2013 VoIP and instant messaging app owned by a Japanese tech conglomerate since 2017.<\/li>\n<li><strong>WhatsApp\u00a0<\/strong>\u2013 Facebook-owned end-to-end encrypted instant messaging and VoIP app.<\/li>\n<li><strong>WeChat\u00a0<\/strong>\u2013 Chinese instant messaging, social media, and mobile payments app.<\/li>\n<\/ul>\n<p>Interestingly, the California-based &#8220;Zoom,&#8221; one of the world&#8217;s most widely used video conferencing, instant messaging, and voice calls platforms, isn&#8217;t on Roskomnadzor&#8217;s list. Likewise, the encrypted messaging service &#8220;Signal&#8221; is not mentioned in the list.<\/p>\n<div id=\"FIOnDemandWrapper_fiInstance_101900_0_1299382331414233\" class=\"FIOnDemandWrapper\">\n<div class=\"apd_inview_banner \">The Russian state has previously <a href=\"https:\/\/t.me\/rkn_tg\/311\" target=\"_blank\" rel=\"nofollow noopener\">demanded<\/a>\u00a0that some of the above products, including Discord and Telegram, remove &#8220;misinformation&#8221; from their platforms.<\/div>\n<\/div>\n<p>However, the current ban does not appear to be an effort to curb the influx of foreign information that could shape the opinion of the local population, but rather a precaution to prevent leaks of sensitive information to foreign entities.<\/p>\n<p>Russia is very cautious and actively limiting the deployment of foreign software in critical sectors to minimize the chances of sensitive information reaching foreign intelligence.<\/p>\n<p>Last month, the State Duma (Russia&#8217;s Federal Assembly)\u00a0<a href=\"https:\/\/habr.com\/ru\/news\/t\/718172\/\" target=\"_blank\" rel=\"nofollow noopener\">proposed<\/a>\u00a0the creation of a national VPN (virtual private network) service for those who need a VPN to stay productive while working from within the country and to eliminate scrutiny evasion in their communications.<\/p>\n<p>Most trustworthy VPN products have been banned in Russia in two waves, one\u00a0<a href=\"https:\/\/www.bleepingcomputer.com\/news\/security\/russia-blocks-protonmail-and-protonvpn-tor-to-the-rescue\/\" target=\"_blank\" rel=\"noopener\">in January 2020<\/a>\u00a0and a more recent one\u00a0<a href=\"https:\/\/www.bleepingcomputer.com\/news\/legal\/russian-internet-watchdog-announces-ban-of-six-more-vpn-products\/\" target=\"_blank\" rel=\"noopener\">in December 2021<\/a>.<\/p>\n<p>In September 2022, Russia introduced &#8220;domestic software&#8221;\u00a0<a href=\"https:\/\/www.kommersant.ru\/doc\/5570730\" target=\"_blank\" rel=\"nofollow noopener\">incentives<\/a>\u00a0that promote using Russian Linux-based operating systems like Astra Linux, ALT OS, and Red OS in government and public service organizations.<\/p>\n<p><strong>Fuente:<\/strong> <a href=\"https:\/\/www.bleepingcomputer.com\/news\/security\/russia-bans-foreign-messaging-apps-in-government-organizations\/\" target=\"_blank\" rel=\"noopener\"><em>https:\/\/www.bleepingcomputer.com<\/em><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>La agencia de control de Internet de Rusia, Roskomnadzor, advierte que hoy entraron en vigor las leyes que proh\u00edben el uso de muchas aplicaciones de&hellip; <\/p>\n","protected":false},"author":1,"featured_media":11981,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":[],"categories":[23,28],"tags":[],"_links":{"self":[{"href":"https:\/\/www.fie.undef.edu.ar\/ceptm\/index.php?rest_route=\/wp\/v2\/posts\/11980"}],"collection":[{"href":"https:\/\/www.fie.undef.edu.ar\/ceptm\/index.php?rest_route=\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.fie.undef.edu.ar\/ceptm\/index.php?rest_route=\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.fie.undef.edu.ar\/ceptm\/index.php?rest_route=\/wp\/v2\/users\/1"}],"replies":[{"embeddable":true,"href":"https:\/\/www.fie.undef.edu.ar\/ceptm\/index.php?rest_route=%2Fwp%2Fv2%2Fcomments&post=11980"}],"version-history":[{"count":2,"href":"https:\/\/www.fie.undef.edu.ar\/ceptm\/index.php?rest_route=\/wp\/v2\/posts\/11980\/revisions"}],"predecessor-version":[{"id":11983,"href":"https:\/\/www.fie.undef.edu.ar\/ceptm\/index.php?rest_route=\/wp\/v2\/posts\/11980\/revisions\/11983"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.fie.undef.edu.ar\/ceptm\/index.php?rest_route=\/wp\/v2\/media\/11981"}],"wp:attachment":[{"href":"https:\/\/www.fie.undef.edu.ar\/ceptm\/index.php?rest_route=%2Fwp%2Fv2%2Fmedia&parent=11980"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.fie.undef.edu.ar\/ceptm\/index.php?rest_route=%2Fwp%2Fv2%2Fcategories&post=11980"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.fie.undef.edu.ar\/ceptm\/index.php?rest_route=%2Fwp%2Fv2%2Ftags&post=11980"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
