The application was still accessible to users connected using a VPN.<\/p>\n<p>Iraq&#8217;s ministry of communications justified the decision, citing &#8220;directives from higher authorities related to national security&#8221;.<\/p>\n<p>The ministry also said the suspension was necessary to &#8220;protect the personal data of citizens, which is violated by the application&#8221;.<\/p>\n<p>The government said Telegram &#8220;did not respond&#8221; to its repeated requests to address the issue of &#8220;data leakage from state institutions and individuals, which poses a threat to national security and social peace.&#8221;<\/p>\n<p>Telegram is very popular in Iraq, and is notably used as a propaganda platform for groups associated with armed factions and pro-Iran political parties.<\/p>\n<p>One such channel criticised Iraq&#8217;s decision to suspend Telegram, saying that it amounted to &#8220;gagging&#8221; them.<\/p>\n<p>The channel, which has over 330,000 subscribers, also accused the Iraqi government, backed by pro-Iran parties, of &#8220;confiscating freedoms&#8221;.<\/p>\n<p>After decades of conflict, Iraq has regained relative stability, but authorities are regularly criticised by NGOs and activists for undermining freedom of expression.<\/p>\n<p>Last month, Amnesty International expressed concern that the Iraqi government was considering submitting two bills to parliament that, if passed, would &#8220;severely curtail the rights to freedom of expression and peaceful assembly&#8221;.<\/p>\n<p>The rights group noted that the draft legislation was being proposed at the same time as &#8220;a series of trials targeting individuals critical of government figures&#8221;.<\/p>\n<p>Telegram has previously been blocked in a number of other countries.<\/p>\n<p>In April, the messaging app was suspended in Brazil for failing to provide data on neo-Nazi groups active on the platform.<\/p>\n<p>The decision was overturned on appeal two days later.<\/p>\n<p><b>Iraq asks US, UK to extradite suspects in massive graft scandal<\/b><\/p>\n<p>Baghdad (AFP) Aug 6, 2023 &#8211; Iraq on Sunday called on the United States and Britain to extradite former officials accused of facilitating the theft of $2.5 billion in public funds in one of the country&#8217;s biggest-ever corruption cases.<\/p>\n<p>Iraq&#8217;s judiciary issued arrest warrants at the beginning of March for four men, including a former finance minister and staff members of former prime minister Mustafa al-Kadhemi, who Baghdad says all live outside the country.<\/p>\n<p>Haider Hanoun, the head of the Iraqi Commission for Integrity, on Sunday called on &#8220;competent authorities in the United States and the United Kingdom to cooperate in executing the arrest warrants issued against them&#8221;, without specifying where the suspects are located.<\/p>\n<p>He said in a statement that Interpol had issued Red Notices against Kadhemi&#8217;s cabinet director Raed Jouhi and personal secretary Ahmed Najati, both of whom hold American citizenship.<\/p>\n<p>Another Red Notice has been issued for former finance minister Ali Allawi, &#8220;who holds British citizenship,&#8221; Hanoun added.<\/p>\n<p>An Interpol Red Notice is not an international arrest warrant but asks authorities worldwide to provisionally detain people pending possible extradition or other legal actions.<\/p>\n<p>The fourth suspect, the former premier&#8217;s media adviser Mushrik Abbas, &#8220;currently resides in the United Arab Emirates,&#8221; according to Hanoun, who said he did not know if Abbas held another nationality.<\/p>\n<p>&#8220;We hope that they (London and Washington) will cooperate and extradite the suspects,&#8221; said the official.<\/p>\n<p>Allawi, a respected politician and academic, resigned in August last year.
