Ello se debe a que EUA, el principal fabricante global y proveedor de estas municiones de gran calibre, comenz\u00f3 a apoyar tambi\u00e9n a Israel desde el inicio de la invasi\u00f3n terrestre de las FDI, lo que demanda grandes consumos de proyectiles. El presidente de Ucrania Zelensky, ha expresado que la reducci\u00f3n de las entregas de un insumo vital como las municiones de artiller\u00eda, indispensables para mantener el \u00edmpetu de las operaciones, est\u00e1 afectando seriamente las capacidades de los elementos que combaten actualmente en la regi\u00f3n este de Ucrania, ocupada por Rusia. <em>\u201cLa intensidad de nuestros fuegos de gran calibre disminuye cada d\u00eda, debido a la escasez de municiones<\/em>\u201d ha expresado recientemente un legislador de ese pa\u00eds. Por su parte, la legisladora Ustinova ha expresado: \u201c<em>Voy frecuentemente al frente de combate y observo que a veces, los soldados literalmente no tienen con que disparar<\/em>\u201d.<\/p>\n<hr \/>\n<p class=\"drop-cap\">Ukraine has seen a decline of deliveries of vital 155mm shells since the start of the Israel-Hamas war, even as Ukrainian parliamentarians warn of a dangerous shortage of ammunition across the front lines.<\/p>\n<p>&#8220;Our supplies have decreased. It is life\u2014and it is normal, as everyone is fighting for survival,\u201d Ukrainian President Volodymyr Zelenskyy\u00a0<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-11-16\/israel-hamas-war-slowing-shell-supply-to-ukraine-zelenskiy-says\" target=\"_blank\" rel=\"noopener\">told<\/a>\u00a0reporters in Kyiv on Thursday.<\/p>\n<p>U.S. stocks of 155mm rounds that were originally meant for Ukraine are now being shipped to Israel, Axios has\u00a0<a href=\"https:\/\/www.axios.com\/2023\/10\/19\/us-israel-artillery-shells-ukraine-weapons-gaza\" target=\"_blank\" rel=\"noopener\">reported<\/a>. The number of rounds were in the \u201ctens of thousands,\u201d according to the report, or close to U.S. monthly production rates.<\/p>\n<p>The U.S. has\u00a0<a href=\"https:\/\/media.defense.gov\/2023\/Nov\/03\/2003333874\/-1\/-1\/1\/UKRAINE_FACT_SHEET_3_NOV.PDF\" target=\"_blank\" rel=\"noopener\">delivered<\/a>\u00a0over two million 155mm rounds to Ukraine in the year and eight months since Russia\u2019s February 2022 invasion. It has more than doubled production of the shells, going from\u00a0<a href=\"https:\/\/www.defenseone.com\/policy\/2023\/03\/us-sextuple-155mm-artillery-shell-production-replenish-stocks-sent-ukraine\/384542\/\" target=\"_blank\" rel=\"noopener\">12,000<\/a>\u00a0a month before Russia\u2019s invasion to\u00a0<a href=\"https:\/\/www.defenseone.com\/threats\/2023\/10\/army-spending-15b-155mm-rounds-feed-ukrainian-artillery\/391040\/\" target=\"_blank\" rel=\"noopener\">28,000<\/a>\u00a0now. EU members likewise\u00a0<a href=\"https:\/\/www.reuters.com\/world\/europe\/germany-only-has-20000-high-explosive-artillery-shells-left-report-2023-06-19\/\" target=\"_blank\" rel=\"noopener\">emptied<\/a>\u00a0their stocks, and the EU as a whole launched a plan to supply one million 155mm rounds between March 2023 and March 2024.<\/p>\n<p>Despite the effort, though, ammunition has frequently been tight. Ukraine uses 240,000\u00a0<a href=\"https:\/\/www.defenseone.com\/threats\/2023\/10\/army-spending-15b-155mm-rounds-feed-ukrainian-artillery\/391040\/\" target=\"_blank\" rel=\"noopener\">shells<\/a>\u00a0a month, a figure far higher than U.S. monthly production rates. Ukrainian troops regularly\u00a0<a href=\"https:\/\/www.militarytimes.com\/flashpoints\/ukraine\/2023\/03\/19\/ukrainian-forces-running-out-of-shells-equipment-in-fight-for-bakhmut\/\" target=\"_blank\" rel=\"noopener\">report<\/a>\u00a0ammo\u00a0<a href=\"https:\/\/www.independent.co.uk\/news\/world\/europe\/ukraine-war-russia-putin-east-frontline-b2434678.html\" target=\"_blank\" rel=\"noopener\">shortages<\/a> across the front lines, even in hotspots like the country\u2019s east.<\/p>\n<p>The EU is also set to\u00a0<a href=\"https:\/\/www.reuters.com\/world\/europe\/eu-miss-goal-1-million-shells-ukraine-germanys-pistorius-2023-11-14\/\" target=\"_blank\" rel=\"noopener\">miss<\/a>\u00a0its March 2024 goal to supply one million rounds, German Defence Minister Boris Pistorius said this week.<\/p>\n<p>Zelensky\u2019s news of a reduction in U.S. deliveries, meanwhile, comes at a particularly challenging moment for Ukraine as Russia steps up its\u00a0<a href=\"https:\/\/www.reuters.com\/world\/europe\/russia-will-pay-heavy-price-avdiivka-says-ukraine-2023-11-15\/\" target=\"_blank\" rel=\"noopener\">assaults<\/a>\u00a0near Avdiivka, a eastern-Ukrainian city where intense fighting resembles that seen in Bakhmut last winter.<\/p>\n<p>\u201cThe situation is quite difficult,\u201d said Ukrainian parliamentarian Yehor Cherniev. \u201cThe intensity of heavy shelling from our side is lower and lower because of the lack of ammunition,\u201d<\/p>\n<p>The war in Gaza is not the only thing slowing the delivery of arms to Ukraine. The funding pool approved by Congress for Ukraine aid is nearly empty.<\/p>\n<p>The U.S. supports Ukraine primarily through supplemental funding appropriations. These funds are split into the Presidential Drawdown Authority (PDA), which pays to replace weapons sent from U.S. storehouses to Ukraine, and the Ukraine Security Assistance Initiative (USAI), which buys brand-new weapons.<\/p>\n<p>USAI\u00a0<a href=\"https:\/\/www.acq.osd.mil\/news\/spotlight\/Ukraine-Infographic_13OCT2023.pdf\" target=\"_blank\" rel=\"noopener\">exhausted<\/a>\u00a0its funds in\u00a0 mid-October, while PDA had just $1.6 billion in uncommitted funds remaining.
