Corea del Norte (NK)\u00a0avanza aceleradamente en el desarrollo de su programa nuclear, tanto de los vectores, los lanzadores, y las cabezas nucleares. La posibilidad que ambos pa\u00edses ingresen en una \u201cNueva Guerra Fr\u00eda\u201d en la regi\u00f3n, es la principal conclusi\u00f3n de los paneles de expertos y un motivo de preocupaci\u00f3n, para todos los pa\u00edses que pudieran verse afectados por una escalada del conflicto en la regi\u00f3n.<\/p>\n<hr \/>\n<p>South Korea faces the mounting threat of North Korea using nuclear weapons as the two countries enter a \u201cnew Cold War,\u201d the chair of Seoul National University\u2019s security research center said Friday.<span id=\"more-113489\"><\/span><\/p>\n<p>Kim Jong-Un is bent on the survival of the North Korean regime at all costs, with the North Korean leader describing the current tensions asa new Cold War, Chaesung Chun\u00a0<a href=\"https:\/\/www.brookings.edu\/events\/future-of-alliances-partnerships-and-the-indo-pacific-regional-order\/\" target=\"_blank\" rel=\"noopener\" data-feathr-click-track=\"true\" data-feathr-link-aids=\"635c396cdefd5a3f7972fc5d\">said during a Friday Brookings Institution event<\/a>.<\/p>\n<p>The two panels at the Brookings Institution event repeatedly expressed concern about facing another four years of \u201ctransactional relationships\u201d replacing the relative stability of the Biden administration\u2019s \u201clatticework\u201d of multilateral relations from Japan and Korea in the north to Australia and New Zealand in the south.<\/p>\n<p>The emphasis in the Biden administration was on dealing with the rising China diplomatically, and economically and protecting national sovereignty in the region the chair,\u00a0<a href=\"https:\/\/www.voanews.com\/a\/under-biden-us-reimagines-asian-alliances-as-lattice-fence\/7572053.html\" target=\"_blank\" rel=\"noopener\" data-feathr-click-track=\"true\" data-feathr-link-aids=\"635c396cdefd5a3f7972fc5d\">Chun said<\/a>.<\/p>\n<p>\u201cTop-down level negotiations\u201d between Trump and Kim, as occurred during his first presidential term, carry great risk not only for Korea, but Japan and others, Chun added.<\/p>\n<p>Before any new talks between Trump and Kim begin, there needs to be \u201ca consensus on general security cooperation\u201d between Seoul and Washington, Chun said, adding these possible new rounds of negotiations between Trump and Kim should be \u201clong and painful\u201d and involved \u201cmore than missiles and nuclear weapons.\u201d<\/p>\n<p>\u201cDeal-making could undermine South Korean security\u201d without that consensus, Sang-yoon Ma, professor of international relations at Korea\u2019s Catholic University, said. He added even if the incoming administration \u201ctook a bystander approach\u201d to relationships in north Asia, it could have an impact on South Korean security.<\/p>\n<p>Andrew Yeo, senior fellow at the Center for Asia Policy Studies, added Trump \u201cmay make life more difficult for alliances\u201d beyond those with Korea and Japan.<\/p>\n<p>Trump regards Taiwan, which does not have a formal security treaty with the United States, as being \u201creally far away from the United States\u201d and not in its immediate interest, said Ryan Hess, director of the John L. Thornton China Center at Brookings. During the campaign the president-elect called on Taipei to spend more of its own defense. He also complained often about Taiwan\u2019s dominance of the microchip industry.<\/p>\n<p>Hess added members of the administration do not share that view. Sen. Marco Rubio, (R-Fla.) and Rep. Mike Waltz, (R-Fla.) \u201care very passionate\u201d about Taiwan\u2019s survival. Rubio will be nominated to be secretary of state and Waltz as the national security advisor when the administration takes office Jan. 20.<\/p>\n<p>While Seoul completed negotiations last month with the United States on burden-sharing, the question of whether it will survive to 2030 are already being raised.<\/p>\n<p>The new agreement between Washington and Seoul raises Korea\u2019s share by more than 8 percent in 2026, or $1.47 billion.<\/p>\n<p>Japan is to begin its talks with Washington on burden-sharing next year.<\/p>\n<p>In 2019, Trump called on Japan to quadruple its spending on the Special Measures Agreement that covers part of the expense of stationing American forces in the two treaty partners\u2019 territory.<\/p>\n<p>Ma and others said this growing uncertainty over future relations with Washington is also raising questions about relying on the United States\u2019 \u201cnuclear umbrella\u201d to deter Pyongyang or Beijing from attacking.<\/p>\n<p>\u201cWithout America\u2019s nuclear umbrella, South Korea may not be secure,\u201d Ma said.<\/p>\n<p>A possibility is \u201cwe may develop our own\u201d nuclear weapons, Ma added.<\/p>\n<p>Also troubling to Asian nation is the impact of higher tariffs on their exports to the United States.<\/p>\n<p>\u201cWe already have some sense of what follows \u2026 trade war,\u201d particularly between China and the United States, Mireya Solis, Brookings director of Asia Policy Studies, said.<\/p>\n<p>Trump wants to impose 10 percent tariffs on all Chinese imports.<\/p>\n<p>She added the Biden administration kept in place a number of the tariffs the first Trump administration placed on Beijing.
