Esta nueva base naval de \u00faltima generaci\u00f3n, pone en evidencia las ambiciones de India de expandir su flota submarina y de esa manera contrarrestar la creciente influencia de China en el Oc\u00e9ano \u00cdndico.<\/p>\n<hr \/>\n<div class=\"e8zc9q40 css-1xdhyk6 ec74h0k0\" data-qa=\"Component-Component\"><a class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/topics\/india?module=inline&amp;pgtype=article\" target=\"_blank\" rel=\"noopener\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\"><span class=\"css-0 ef9u0v00\" data-qa=\"Component-Text\">India<\/span><\/a>\u00a0is poised to unveil a new state-of-the-art naval base in the southern state of Andhra Pradesh, a move seen as reflecting its ambitions to expand its underwater fleet and counter China\u2019s expanding influence in the Indian Ocean.<\/div>\n<p class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\" data-qa=\"Component-Component\">The base, located near Rambilli village, will serve as a hub for India\u2019s warships and nuclear-powered submarines, according to local media, enhancing its ability to project power in an increasingly contested region.<\/p>\n<p class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\" data-qa=\"Component-Component\">The facility will support India\u2019s fleet of nuclear-powered ballistic missile submarines, including the new INS Aridhaman, according to Walter Ladwig, a senior international-relations lecturer at King\u2019s College London who specialises in South Asian security.<\/p>\n<p>\u201cIt would enhance the [navy\u2019s] ability while maintaining operational secrecy for their nuclear submarine fleet, which is crucial for a secure second-strike capability.\u201d<\/p>\n<p>The commissioning of the base at Rambilli coincides with plans to introduce the INS Aridhaman, India\u2019s third nuclear-powered submarine equipped with nuclear-tipped ballistic missiles, later this year. The 7,000-tonne vessel is larger than its predecessors, the INS Arihant and INS Arighaat, which currently form the backbone of India\u2019s nuclear deterrent at sea.<\/p>\n<p class=\"block headline-block datawrapper-bDxuD-h30s0m\"><strong><span class=\"block-inner\">India&#8217;s new nuclear submarine base<\/span><\/strong><\/p>\n<section class=\"er6t7fe38 css-19sk4h4 e1pqt1t0\" data-qa=\"ContentBody-ContentBodyContainer\">\n<p class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\" data-qa=\"Component-Component\">It comes against the backdrop of escalating competition between New Delhi and Beijing for strategic influence in the Indian Ocean and broader Indo-Pacific region.<\/p>\n<\/section>\n<section class=\" er6t7fe5 css-1myfomw e1pqt1t0\" data-qa=\"ContentBody-ContentBodyContainer\">\n<p class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\" data-qa=\"Component-Component\">Located around 50km (31 miles) from the Eastern Naval Command in Visakhapatnam, the Rambilli base is designed with underground tunnels and a network of pens to discreetly house submarines.<\/p>\n<p class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\" data-qa=\"Component-Component\">This configuration allows vessels to access the Bay of Bengal undetected by spy satellites, enabling them to carry out deterrent patrols towards the Malacca Strait and beyond. The first phase of the base, code-named Project Varsha, is nearing completion, according to The Times of India.<\/p>\n<p class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\" data-qa=\"Component-Component\">Talks on the submarine base began as far back as 2014, according to Mayuri Banerjee, a research analyst at the Manohar Parrikar Institute for Defence Studies and Analyses\u2019 East Asia Centre in Delhi, who emphasised the development\u2019s importance.<\/p>\n<p class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\" data-qa=\"Component-Component\">\u201cNew Delhi sees the Indian Navy playing an important role in India\u2019s security and regional security and stability,\u201d she said. \u201cThe naval base will enhance New Delhi\u2019s maritime deterrence posture as well as project India as a maritime power.\u201d<\/p>\n<figure id=\"attachment_16843\" aria-describedby=\"caption-attachment-16843\" style=\"width: 1024px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" class=\"wp-image-16843 size-full\" src=\"https:\/\/www.fie.undef.edu.ar\/ceptm\/wp-content\/uploads\/2025\/04\/8cbe91e3-a708-400a-8ba4-27681a66.jpg\" alt=\"\" width=\"1024\" height=\"463\" srcset=\"https:\/\/www.fie.undef.edu.ar\/ceptm\/wp-content\/uploads\/2025\/04\/8cbe91e3-a708-400a-8ba4-27681a66.jpg 1024w, https:\/\/www.fie.undef.edu.ar\/ceptm\/wp-content\/uploads\/2025\/04\/8cbe91e3-a708-400a-8ba4-27681a66-300x136.jpg 300w, https:\/\/www.fie.undef.edu.ar\/ceptm\/wp-content\/uploads\/2025\/04\/8cbe91e3-a708-400a-8ba4-27681a66-768x347.jpg 768w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><figcaption id=\"caption-attachment-16843\" class=\"wp-caption-text\">India\u2019s second nuclear submarine, the INS Arighaat, pictured before its launch in 2017. But she cautioned that a \u201cqualitative comparison\u201d between the naval capabilities of India and China would require a deeper assessment of their respective strategic outlooks and perceived threats.<\/p>\n<p class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\" data-qa=\"Component-Component\">India\u2019s naval ambitions extend beyond Rambilli. It is also upgrading its Karwar base in Karnataka on the country\u2019s west coast under Project Seabird. Following the completion of the project\u2019s first phase in 2011, the base can now accommodate 10 ships. Work on phase two, which began in 2017, is still under way and aims to expand its capacity to berth 32 ships and submarines, alongside 23 auxiliary vessels.<\/p>\n<p class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\" data-qa=\"Component-Component\">The two bases have complementary roles, according to former submariner Commodore Anil Jai Singh, vice-president of the Indian Maritime Foundation. Karwar is a comprehensive naval base housing aircraft carriers and destroyers, while the new base in Andhra Pradesh is specifically for nuclear submarines.<\/p>\n<p class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\" data-qa=\"Component-Component\">\u201cEvery country which operates SSBNs has specific bases for support and maintenance. Photo: PLA<\/figcaption><\/figure>\n<p class=\"eh0yk8h0 css-17x7qa9 e1pqa4re1\" data-qa=\"Component-Component\"><strong>China\u2019s dominance<\/strong><\/p>\n<p class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\" data-qa=\"Component-Component\">Strategically, India\u2019s nuclear submarine programme aims to address a capability gap with China, whose navy is the largest in the world with at least 350 ships.<\/p>\n<p class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\" data-qa=\"Component-Component\">According to the US Congressional Research Service, China\u2019s submarine force is projected to grow to 76 submarines by 2030, including eight nuclear-powered ballistic missile submarines, 13 nuclear-powered attack submarines, and 55 diesel-electric submarines.<\/p>\n<div class=\"e8zc9q40 css-1xdhyk6 ec74h0k0\" data-qa=\"Component-Component\">Currently, India\u2019s submarine fleet consists of 19 vessels, including two nuclear-powered ballistic missile submarines and 17 diesel-electric submarines, with plans to build six more nuclear-powered attack submarines under Project 75 Alpha. However, only two of these have so far been cleared for production by Prime Minister\u00a0<a class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/topics\/narendra-modi?module=inline&amp;pgtype=article\" target=\"_blank\" rel=\"noopener\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\"><span class=\"css-0 ef9u0v00\" data-qa=\"Component-Text\">Narendra Modi<\/span><\/a>\u2019s cabinet.<\/div>\n<div data-qa=\"Component-Component\"><\/div>\n<div class=\"e8zc9q40 css-1xdhyk6 ec74h0k0\" data-qa=\"Component-Component\">Ladwig said the disparity between India and China\u2019s submarine capabilities in terms of numbers and missile ranges \u201ccreates a pressing need for the Indian navy to expand its undersea warfare capability\u201d.<\/div>\n<div data-qa=\"Component-Component\"><\/div>\n<p class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\" data-qa=\"Component-Component\">\u201cFacilities like Rambilli will help by magnifying the operational effectiveness of India\u2019s nascent nuclear submarine fleet,\u201d he said.<\/p>\n<blockquote class=\"css-39snvg e1t6i3s45\" data-qa=\"Component-StyledBlockquote\"><p>It takes time to build, and nobody shares that technology \u2013 you need to develop it yourself &#8211; Commodore Anil Jai Singh, former Indian submariner<\/p><\/blockquote>\n<p>Commodore Singh stressed that India\u2019s approach was focused on strategic capability rather than numerical parity.<\/p>\n<p>\u201cThe Indian navy is going to be structured in a way that ensures it always retains a combat edge in its area of operation \u2013 the Indian Ocean \u2013 so that no other navy can come in and bully us,\u201d he said.<\/p>\n<\/section>\n<p class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\" data-qa=\"Component-Component\">\u201cWe don\u2019t need to match submarine for submarine [with China]. Photo: Indian Navy\/AFP<\/figcaption><\/figure>\n<div class=\"e8zc9q40 css-1xdhyk6 ec74h0k0\" data-qa=\"Component-Component\">China\u2019s ambitions in the Indian Ocean align with its broader goal of achieving maritime power parity with the\u00a0<a class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/topics\/united-states?module=inline&amp;pgtype=article\" target=\"_blank\" rel=\"noopener\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\"><span class=\"css-0 ef9u0v00\" data-qa=\"Component-Text\">United States<\/span><\/a>, Singh said.<\/div>\n<div data-qa=\"Component-Component\"><\/div>\n<p class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\" data-qa=\"Component-Component\">\u201cIf China wants maritime power status, it needs to have a big presence in the Indian Ocean for Atlantic access, but it must also protect its own waters in the South China Sea,\u201d he said.
