Aster 30 is <a href=\"https:\/\/www.mbda-systems.com\/products\/area-protection\/aster-family\" target=\"_blank\" rel=\"noopener noreferrer\">the anti-air interceptor used in the SAMP\/T<\/a>\u00a0surface-to-air missile system, examples of which are already in Ukrainian service. The Franco-Italian SAMP\/T is often described as an analog to\u00a0<a href=\"https:\/\/www.twz.com\/land\/patriot-deliveries-to-ukraine-ramping-up-others-being-delayed\" target=\"_blank\" rel=\"noreferrer noopener\">the U.S.-made Patriot<\/a>, and both systems offer Ukraine vital\u00a0<a href=\"https:\/\/www.twz.com\/land\/ukraines-patriots-now-struggling-with-enhanced-russian-ballistic-missiles\" target=\"_blank\" rel=\"noreferrer noopener\">anti-ballistic missile capability<\/a>.<\/p>\n<p><iframe loading=\"lazy\" title=\"2018 \u2013 SAMP\/T live firing by FASF in Le Levant\" src=\"https:\/\/www.youtube.com\/embed\/ZUMS6ytHx0E\" width=\"951\" height=\"535\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p class=\"article-paragraph skip\">Ukraine is still in desperate need of additional capacity to shoot down incoming Russian ballistic missiles,\u00a0<a href=\"https:\/\/www.twz.com\/land\/out-of-patriot-interceptors-ukraine-cant-down-any-ballistic-missiles-striking-kyiv\" target=\"_blank\" rel=\"noreferrer noopener\">especially amid shortages of missiles for its Patriots<\/a>. Just last week, U.S. President Donald Trump also said he would approve a\u00a0<a href=\"https:\/\/www.twz.com\/land\/ukraine-built-patriot-missiles-wont-be-defending-the-countrys-skies-anytime-soon\" target=\"_blank\" rel=\"noreferrer noopener\">license for Ukraine to domestically produce Patriot interceptors<\/a>. Significant questions remain about the exact timeline for when Ukraine might begin domestic production of munitions for either system, along with a host of other factors that will need to be addressed, as\u00a0<a href=\"https:\/\/www.twz.com\/land\/ukraine-built-patriot-missiles-wont-be-defending-the-countrys-skies-anytime-soon\" target=\"_blank\" rel=\"noreferrer noopener\"><em>TWZ<\/em>\u00a0just explored in detail after Trump\u2019s announcement<\/a>\u00a0regarding Patriot.<\/p>\n<p class=\"article-paragraph skip\">The French President spoke alongside Ukrainian President Volodymyr Zelensky, British Prime Minister Keir Starmer, and German Chancellor Friedrich Merz at a press conference at the Coalition of the Willing summit today in Paris. A total of 25 world leaders were in attendance. At this event, the governments of Ukraine, Denmark, France, Germany, Italy, the Netherlands, Norway, Spain, Sweden, and the United Kingdom also announced the creation of an Integrated Anti-Ballistic Missile Coalition. France has already supplied tranches of all three of these munitions to Ukraine. It\u2019s also worth noting that Ukrainian forces have also received\u00a0<a href=\"https:\/\/www.twz.com\/ukraines-storm-shadow-missiles-are-a-big-problem-for-russia\" target=\"_blank\" rel=\"noreferrer noopener\">Storm Shadow cruise missiles<\/a>\u00a0from the United Kingdom, which are nearly identical to SCALP.<\/p>\n<p class=\"article-paragraph skip\">Macron also highlighted planned deliveries of\u00a0<a href=\"https:\/\/www.mbda-systems.com\/products\/area-protection\/aster-family\" target=\"_blank\" rel=\"noopener noreferrer\">SAMP\/T and SAMP\/T NG surface-to-air missile systems<\/a>\u00a0to Ukrainian forces, which are set to start at least later this year. The SAMP\/T NG is an upgraded version of the baseline SAMP\/T type, and is designed to offer an expanded engagement envelope, both in terms of altitude and maximum range, primarily through the inclusion of new radars. The French and Italian versions of SAMP\/T NG differ in the exact radar used (the French\u00a0<a href=\"https:\/\/www.thalesgroup.com\/en\/solutions-catalogue\/defence\/air\/ground-fire\" target=\"_blank\" rel=\"noopener noreferrer\">Thales GF 300<\/a>\u00a0or the\u00a0<a href=\"https:\/\/electronics.leonardo.com\/en\/products\/kronos-grand-mobile-hp\" target=\"_blank\" rel=\"noopener noreferrer\">Kronos Grand Mobile HP<\/a>\u00a0from Italy\u2019s Leonardo).\u00a0<a href=\"https:\/\/electronics.leonardo.com\/en\/products\/kronos-grand-mobile-hp30\" target=\"_blank\" rel=\"noreferrer noopener\">Improved Aster 30 variants are also in development<\/a>. Ukraine currently has two baseline SAMP\/T systems, one from France and the other from Italy.<\/p>\n<p><iframe loading=\"lazy\" title=\"Eurosam SAMP\/T systems with ASTER missiles\" src=\"https:\/\/www.youtube.com\/embed\/HSORsqnnQRY\" width=\"951\" height=\"535\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p class=\"article-paragraph skip\">In addition, the French President talked about progress in Ukraine\u2019s planned acquisition of French-made Rafale fighters, with the goal now being to deliver the first 16 of those aircraft in the 2028-2029 timeframe. You can read more about those plans, which were first announced last year,\u00a0<a href=\"https:\/\/www.twz.com\/air\/ukraines-questionable-plan-to-buy-up-to-100-rafale-fighters\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a>.<\/p>\n<p class=\"article-paragraph skip\">The move by French authorities to allow Ukraine to produce Aster 30s domestically is particularly significant. Russian ballistic missiles, including ground-launched types and\u00a0<a href=\"https:\/\/www.twz.com\/largest-volley-of-russian-hypersonic-kinzhal-missiles-ever-descended-on-ukraine\" target=\"_blank\" rel=\"noreferrer noopener\">the air-launched Kinzhal<\/a>, have and continue to present a\u00a0<a href=\"https:\/\/www.twz.com\/land\/ukraines-patriots-now-struggling-with-enhanced-russian-ballistic-missiles\" target=\"_blank\" rel=\"noreferrer noopener\">threat that is especially difficult for Ukraine to manage<\/a>. Ballistic missiles hurtle back to Earth at very high speeds in the terminal phase of flight, making them very challenging to intercept compared to other kinds of missiles, in general.<\/p>\n<p class=\"article-paragraph skip\">In recent years, Russia has also begun using ballistic missiles\u00a0<a href=\"https:\/\/www.twz.com\/land\/ukraines-patriots-now-struggling-with-enhanced-russian-ballistic-missiles\" target=\"_blank\" rel=\"noreferrer noopener\">with enhanced maneuvering capabilities<\/a>\u00a0to make them even more difficult to knock down, even by more advanced air defense systems like Patriot. French Air Force Gen. Fabien Mandon, the chief of the French defense staff, claimed last year that SAMP\/T\u00a0<a href=\"https:\/\/en.defence-ua.com\/industries\/france_insists_sampt_is_better_than_patriot_and_claims_battlefield_proves_it-16409.html\" target=\"_blank\" rel=\"noopener noreferrer\">was actually proving to be more effective<\/a>\u00a0than Patriot against Russian ballistic threats.<\/p>\n<p class=\"article-paragraph skip\">\u201cWe helped Ukraine by deploying missile and drone interception systems called the SAMP\/T system,\u201d Mandon said. \u201cThe Russians adapted the flight profiles of their most advanced missiles because they realized they were being intercepted by Ukrainian defenses. Today, the Patriot system is struggling to intercept them, but the SAMP\/T is intercepting them.\u201d<\/p>\n<p class=\"article-paragraph skip\">That being said, Ukraine still has more Patriot systems than SAMP\/Ts, but both are in extremely high demand and short supply. And the reason is precisely the insufficient supplies of interceptor missiles,\u201d Ukrainian President Zelensky wrote in a Ukrainian language post on X on July 6 after an especially heavy barrage on the capital Kyiv, according to a machine translation. \u201cIt is extremely important for the world, first and foremost America and our European partners, to emerge from the NATO summit in Ankara with strong decisions to support our air defense, and thus the protection of ordinary people\u2019s lives. As long as missiles for \u2018Patriots\u2019 remain in the warehouses of allies, it only encourages Russia to continue \u2018defeating\u2019 residential buildings. Zircon is widely described as\u00a0<a href=\"https:\/\/www.twz.com\/sea\/our-best-look-at-russias-shadowy-zircon-hypersonic-missile\" target=\"_blank\" rel=\"noreferrer noopener\">an air-breathing hypersonic cruise missile<\/a>. However, the question has been raised recently about whether it might\u00a0<a href=\"https:\/\/luftlage.substack.com\/p\/not-quite-a-diamond\" target=\"_blank\" rel=\"noopener noreferrer\">actually be a more traditional quasi-ballistic weapon<\/a>.<\/p>\n<p class=\"article-paragraph skip\">At the same time, demand for higher-end surface-to-missile systems and anti-ballistic missile capability, and suitable interceptors, is growing across Europe and elsewhere globally. This is underscored by the announcement today of the new Integrated Anti-Ballistic Missile Coalition. This, in turn, reflects\u00a0<a href=\"https:\/\/www.twz.com\/nuclear\/what-is-behind-turkeys-pursuit-of-an-icbm\" target=\"_blank\" rel=\"noreferrer noopener\">a similar surge in the development<\/a>\u00a0and fielding of ballistic missiles around the world,\u00a0<a href=\"https:\/\/www.armscontrol.org\/factsheets\/worldwide-ballistic-missile-inventories\" target=\"_blank\" rel=\"noreferrer noopener\">including by smaller countries<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.twz.com\/the-anti-ship-missile-arsenal-houthis-are-firing-into-the-red-sea\" target=\"_blank\" rel=\"noreferrer noopener\">even some non-state actors<\/a>. The\u00a0<a href=\"https:\/\/www.twz.com\/land\/iran-is-piercing-israels-ballistic-missile-defenses-with-high-altitude-cluster-warhead-releases\" target=\"_blank\" rel=\"noreferrer noopener\">conflict with Iran this year<\/a>, as well as\u00a0<a href=\"https:\/\/www.twz.com\/news-features\/houthi-weapons-arsenal-remains-a-mystery-to-the-u-s\" target=\"_blank\" rel=\"noreferrer noopener\">fighting with Iranian-backed Houthi militants in Yemen<\/a>\u00a0in recent years and\u00a0<a href=\"https:\/\/www.twz.com\/land\/ukraines-patriots-now-struggling-with-enhanced-russian-ballistic-missiles\" target=\"_blank\" rel=\"noreferrer noopener\">the ongoing conflict in Ukraine<\/a>, have only further driven home the growing capabilities and proliferation of ballistic threats.<\/p>\n<p class=\"article-paragraph skip\">This reality applies even to the U.S. military, where the Marine Corps is now looking to acquire an organic ballistic missile defense capability to reduce reliance on the Army to provide this support. For years now,\u00a0<a href=\"https:\/\/www.twz.com\/inadequate-u-s-patriot-missile-force-size-highlighted-by-middle-east-crisis\" target=\"_blank\" rel=\"noreferrer noopener\"><em>TWZ<\/em>\u00a0has been calling attention<\/a>\u00a0to how the Army\u2019s Patriot force is\u00a0<a href=\"https:\/\/www.twz.com\/32025\/heres-why-no-patriot-missiles-were-protecting-us-troops-in-iraq-and-why-they-still-arent\" target=\"_blank\" rel=\"noreferrer noopener\">heavily strained due to constant demands<\/a>\u00a0and is\u00a0<a href=\"https:\/\/www.twz.com\/news-features\/retired-patriot-battalion-commander-on-the-challenges-of-defeating-irans-barrages\" target=\"_blank\" rel=\"noreferrer noopener\">simply not adequately resourced<\/a>\u00a0to meet the current operational needs. That service is working to\u00a0<a href=\"https:\/\/www.twz.com\/land\/overworked-u-s-army-patriot-air-defense-force-to-grow-by-a-quarter\" target=\"_blank\" rel=\"noreferrer noopener\">address those shortfalls, but it will take years<\/a>\u00a0for those efforts to come fully to fruition.<\/p>\n<p><iframe loading=\"lazy\" title=\"The PATRIOT Missile in Action\" src=\"https:\/\/www.youtube.com\/embed\/NG8wF1o6r58\" width=\"951\" height=\"535\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>So, for Ukraine, having its own domestic pipeline for an interceptor like Aster 30 would offer an immensely valuable hedge against shortages and delays elsewhere. For this particular missile, demand extends beyond SAMP\/T operators, which also currently include Singapore.\u00a0<a href=\"https:\/\/www.mbda-systems.com\/products\/area-protection\/aster-family\/sea-viper\" target=\"_blank\" rel=\"noopener noreferrer\">Warships in service with the navies<\/a>\u00a0of France, Italy,\u00a0<a href=\"https:\/\/www.twz.com\/type-45-destroyers-sea-viper-to-get-anti-ballistic-missile-upgrade\" target=\"_blank\" rel=\"noreferrer noopener\">the United Kingdom<\/a>\u00a0(where it is part of the Sea Viper air defense system), and several other countries are also equipped to fire these interceptors.<\/p>\n<p><iframe loading=\"lazy\" title=\"HMS Daring tests Sea Viper missile | Royal Navy\" src=\"https:\/\/www.youtube.com\/embed\/QWUwKX66t2I\" width=\"729\" height=\"535\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p class=\"article-paragraph skip\">High demand for Patriot interceptors and full Patriot systems in Ukraine has already\u00a0<a href=\"https:\/\/www.twz.com\/land\/patriot-deliveries-to-ukraine-ramping-up-others-being-delayed\" target=\"_blank\" rel=\"noreferrer noopener\">had negative downstream impacts<\/a>\u00a0on orders for other customers.\u00a0<a href=\"https:\/\/www.twz.com\/news-features\/severity-of-americas-depleted-advanced-weapons-stockpiles-detailed-in-new-report\" target=\"_blank\" rel=\"noreferrer noopener\">Concerns have been raised<\/a>\u00a0about\u00a0<a href=\"https:\/\/www.twz.com\/air\/conflicts-eating-into-critical-munitions-stockpiles-needed-for-china-fight-top-u-s-officer-in-pacific-warns\" target=\"_blank\" rel=\"noreferrer noopener\">the sufficiency of U.S. military stockpiles<\/a>\u00a0as a result, something that has been further compounded by heavy U.S. and allied\u00a0<a href=\"https:\/\/www.twz.com\/land\/150-thaad-ballistic-missile-interceptors-fired-by-u-s-during-irans-barrages-on-israel-report\" target=\"_blank\" rel=\"noreferrer noopener\">expenditures in recent fighting<\/a>\u00a0in the Middle East.<\/p>\n<p class=\"article-paragraph skip\">At the same time, there are still questions about how and when domestic production of Aster 30 or Patriot interceptors in Ukraine might begin, or when the first missiles might start being delivered. Higher-end anti-air missiles typically have production lead times measured in months, if not years. It will take some time for Ukraine just to finalize deals with the relevant defense contractors and establish a domestic production line. Where initial funding might come from is not entirely clear, either,\u00a0<a href=\"https:\/\/www.nytimes.com\/2026\/04\/23\/world\/europe\/eu-loan-ukraine.html\" target=\"_blank\" rel=\"noopener noreferrer\">though new financial aid<\/a>\u00a0from France and other countries could be a definite possibility. Ukraine might potentially be able to export some of the interceptors it produces, offering a badly needed economic boost for the country.<\/p>\n<p class=\"article-paragraph skip\">There is also an operational security question. Russia or other adversaries could gain valuable insights into the capabilities of SAMP\/T or Patriot if they were to get their hands on full-up interceptors or even just critical subcomponents. There is already a certain danger taken in delivering more advanced missiles to a country at war. Even wreckage can be an intelligence gold mine for the enemy,\u00a0<a href=\"https:\/\/www.twz.com\/land\/thaad-kill-vehicles-infrared-seeker-appears-to-have-been-found-in-syria-intact\" target=\"_blank\" rel=\"noreferrer noopener\">depending on what is recoverable<\/a>. Establishing a full domestic production line will require stockpiling of brand-new subsystems, as well as the sharing of at least some degree of intellectual property and manufacturing know-how. All of which increases the total number of potential risk vectors in a country that is, again, at war with its neighbor, which also happens to be a near-peer threat for the United States and others in the West.<\/p>\n<p class=\"article-paragraph skip\">Macron\u2019s announcement about licensing Aster 30 production today does not address Ukraine\u2019s critical immediate needs for more high-end interceptors to respond to incoming Russian ballistic missiles. At the same time, it does open up an important new path to keeping a steady supply of missiles for the Ukrainian military\u2019s growing number of SAMP\/T systems down the road.
