TOKYO \u2014 Japan plans to deepen partnerships with technology companies and startups as it prepares for what it describes as a new era of warfare driven by artificial intelligence, drones and other emerging technologies.<\/p>\n
The shift is outlined in the Defense of Japan white paper, approved Tuesday by the Cabinet, which argues that rapid changes on the battlefield require a stronger domestic defense industry and closer cooperation with the private sector.<\/p>\n

\u201cCountries are striving to develop innovative technologies that can become so-called game changers,\u201d the report states. \u201cThe traditional military structure is undergoing fundamental changes, as are warfare tactics and strategies.\u201d<\/p>\n
The report places emphasis on emerging technologies, highlighting AI for battlefield decision-making and the growing importance of space, cyber and electromagnetic domains.<\/p>\n
A new section on defense production calls Japan\u2019s commercial technology sector essential to maintaining the country\u2019s military edge.<\/p>\n
\u201cThe enhancement of our scientific technologies and the creation of innovation are at the source of Japan\u2019s economic and social development and constitute a key element of our comprehensive national power integral to security,\u201d the report states.<\/p>\n
Defense Minister Shinjiro Koizumi said the ministry intends to work more closely with industry and other government agencies to strengthen Japan\u2019s defense industrial base.<\/p>\n
\u201cIn doing so, cooperation with startup companies is also critical,\u201d he wrote in the report\u2019s foreword.<\/p>\n
The white paper draws heavily on lessons from Russia\u2019s invasion of Ukraine, where inexpensive drones and rapidly evolving technologies have reshaped combat.<\/p>\n
\u201cIt cannot be ruled out that a serious situation similar to Russia\u2019s aggression against Ukraine may occur in the Indo-Pacific region in the future, particularly in East Asia,\u201d the report states.<\/p>\n
The ministry argues that advances in commercial technology are increasingly difficult to separate from military applications, making civilian innovation an important component of national security.<\/p>\n
\u201cCutting-edge science and technology are now advancing at an accelerating pace, making it extremely difficult in practice to distinguish between technologies for civilian and security applications,\u201d the report states.<\/p>\n
The report adds a new chapter focused on defense personnel, emphasizing the contributions of civilian employees, instructors and military families.<\/p>\n
Its broader security assessment remains largely unchanged, describing the U.S.-Japan alliance as \u201cessential\u201d while warning that the regional security environment continues to deteriorate.<\/p>\n
\u201cIn particular, the inter-state competition between the U.S. and China is likely to intensify even further in the future,\u201d the report states.<\/p>\n
Koizumi described Japan\u2019s security environment as \u201cas severe and complex as it has ever been since the end of World War II,\u201d citing China\u2019s military buildup, North Korea\u2019s advancing weapons programs and closer cooperation among China, Russia and North Korea.<\/p>\n
