This threat devastated regional energy exporters: A month into the war, Saudi Arabia\u2019s oil exports had fallen by <a href=\"https:\/\/www.reuters.com\/business\/energy\/saudi-aramco-tells-buyers-lift-only-arab-light-crude-yanbu-april-2026-03-23\/\" target=\"_blank\" rel=\"noopener\">more than a third<\/a>, those of the United Arab Emirates (UAE) were reduced by over <a href=\"https:\/\/iea.blob.core.windows.net\/assets\/515f3128-df1a-4d6c-beb4-fd91d2434bef\/-14APR2026_OilMarketReport_Free_version1.pdf\" target=\"_blank\" rel=\"noopener\">50 percent<\/a>, and Kuwait\u2019s and Iraq\u2019s <a href=\"https:\/\/iea.blob.core.windows.net\/assets\/515f3128-df1a-4d6c-beb4-fd91d2434bef\/-14APR2026_OilMarketReport_Free_version1.pdf\" target=\"_blank\" rel=\"noopener\">had ceased almost completely<\/a>. Within the same time frame, Qatar\u2019s and the UAE\u2019s liquefied natural gas (LNG) exports were entirely <a href=\"https:\/\/www.iea.org\/reports\/gas-market-report-q2-2026\" target=\"_blank\" rel=\"noopener\">cut off<\/a>. In addition to successful <a href=\"https:\/\/www.congress.gov\/crs-product\/R48903#fn3\" target=\"_blank\" rel=\"noopener\">attacks<\/a> on oil and LNG tankers, the very threat of such strikes led to a decline in commercial shipping: In the early months of the war, shipping companies were hesitant to <a href=\"https:\/\/www.jpost.com\/middle-east\/iran-news\/article-902890\" target=\"_blank\" rel=\"noopener\">endanger<\/a> their personnel, and insurance companies <a href=\"https:\/\/www.aljazeera.com\/economy\/2026\/7\/23\/how-shipping-insurance-rates-are-rising-as-hormuz-bab-al-mandeb-shut-down\" target=\"_blank\" rel=\"noopener\">refused<\/a> to provide insurance or charged much higher rates.
