{"id":1934,"date":"2017-05-17T15:20:47","date_gmt":"2017-05-17T18:20:47","guid":{"rendered":"https:\/\/www.nachodelatorre.com.ar\/mosconi\/?p=1934"},"modified":"2017-05-17T15:20:47","modified_gmt":"2017-05-17T18:20:47","slug":"china-esta-creando-una-base-de-datos-de-adn-directamente-de-ciencia-ficcion","status":"publish","type":"post","link":"https:\/\/www.fie.undef.edu.ar\/ceptm\/?p=1934","title":{"rendered":"China est\u00e1 creando una base de datos de ADN directamente de ciencia ficci\u00f3n"},"content":{"rendered":"<p>El Ministerio de Seguridad P\u00fablica ha recogido la informaci\u00f3n gen\u00e9tica de m\u00e1s de 40 millones de personas &#8211; y contando.<!--more--><\/p>\n<div class=\"text d1-article-content\">\n<p><strong><img loading=\"lazy\" class=\" alignright\" title=\"Uniformed guards march inside the Great Hall of the People in Beijing, China, Tuesday, May 16, 2017. \" src=\"http:\/\/cdn.defenseone.com\/media\/img\/upload\/2017\/05\/16\/AP_17136360477562\/defense-large.jpg\" alt=\"Uniformed guards march inside the Great Hall of the People in Beijing, China, Tuesday, May 16, 2017. \" width=\"402\" height=\"184\" \/>In the name of safeguarding its 1<\/strong>.4 billion people, China has been collecting biometric information from millions of people whom it deems potential threats\u2014among them,\u00a0<a href=\"https:\/\/qz.com\/945828\/chinas-new-tactic-for-fighting-extremism-in-its-muslim-heavy-region-banning-abnormal-beards\/\">Uyghurs<\/a>,\u00a0<a href=\"https:\/\/qz.com\/351393\/chinas-factory-girls-have-grown-up-and-are-going-on-strike\/\">migrant workers<\/a>, and college students\u2014as part of national <span class=\"caps\">DNA<\/span>\u00a0database.<\/p>\n<p>China\u2019s Ministry of Public Security, which oversees the database, has amassed information for more than 40 million people\u2014<a href=\"http:\/\/news.cpd.com.cn\/n3559\/c30702255\/content.html\">the country says it has the world\u2019s biggest database of <span class=\"caps\">DNA<\/span> information<\/a>\u00a0(link in Chinese)\u2014as of 2015, according to a report published by\u00a0<a href=\"https:\/\/www.hrw.org\/news\/2017\/05\/15\/china-police-dna-database-threatens-privacy\">Human Rights Watch (<span class=\"caps\">HRW<\/span>)<\/a>\u00a0Monday (May 15). For comparison, in the <span class=\"caps\">US<\/span>, the <span class=\"caps\">FBI<\/span>\u2019s national <span class=\"caps\">DNA<\/span> index has\u00a0<a href=\"http:\/\/www.xueshu.com\/xsjs\/201604\/26016051.html\">12.7 million offender profiles<\/a>.<\/p>\n<p>\u201cMass <span class=\"caps\">DNA<\/span> collection by the powerful Chinese police absent effective privacy protections or an independent judicial system is a perfect storm for abuses,\u201dsaid Sophie Richardson, China director at <span class=\"caps\">HRW<\/span>. \u201cChina is moving its Orwellian system to the genetic\u00a0level.\u201d<\/p>\n<p>The rights group warned that local police have enormous discretion in whom to collect this data from, and there\u2019s little in the way of privacy protection or oversight. China\u2019s public security ministry didn\u2019t immediately respond to a request for\u00a0comment.<\/p>\n<p>Ordinary citizens, who are neither convicted nor under investigation for a crime, can find themselves subjected to requests for blood samples from local authorities, <span class=\"caps\">HRW<\/span>\u00a0said.<\/p>\n<p>In China\u2019s Muslim-heavy Xinjiang Uyghur Autonomous Region, for example, which has been subject to a number of crackdowns in an effort to wipe out\u00a0<a href=\"https:\/\/qz.com\/183058\/chinas-bloody-train-station-attack-shows-how-terrorism-is-spreading-out-of-xinjiang\/\">homegrown terrorists<\/a>, local authorities have been spending millions of dollars for genotyping kits, the report said. Local citizens have been required to\u00a0<a href=\"https:\/\/mp.weixin.qq.com\/s?__biz=MzA3MDA2MzEyNA==&amp;mid=2667154973&amp;idx=4&amp;sn=a059050650cf3f9e8badf4d0dc0e76d1&amp;chksm=85cfab66b2b8227051287fde83069fb2c60ceb31b852bcdbbdd27e7a095227751379973174eb&amp;mpshare=1&amp;scene=5&amp;srcid=10317WrEGBuzaBnWHXjBN1yL#rd\">submit <span class=\"caps\">DNA<\/span> samples for passport applications since September<\/a>\u00a0(link in Chinese). In the same month, the regional police bureau spent<a href=\"http:\/\/www.mof.gov.cn\/xinxi\/difangbiaoxun\/difangzhaobiaogonggao\/201609\/t20160923_2426028.html\">\u00a060 million yuan ($8.7 million)<\/a>\u00a0(link in Chinese) for testing\u00a0materials.<\/p>\n<p>Even though <span class=\"caps\">DNA<\/span> collection can have legitimate policing uses in criminal cases, said Richardson, people don\u2019t have answers on how the data will be stored or used. For example, China\u2019s Criminal Procedure Law has stated in its\u00a0<a href=\"https:\/\/www.cecc.gov\/resources\/legal-provisions\/criminal-procedure-law-of-the-peoples-republic-of-china\">Article 130<\/a>\u00a0that in the course of criminal investigations, \u201cfingerprints, blood, urine and other biological samples may be collected\u201d but with no details beyond\u00a0that.<\/p>\n<p>In another case, police in China\u2019s northeastern province Shandong collected <span class=\"caps\">DNA<\/span> examples of more than 5,000 male students without giving any specific reasons in October 2013. The collections came after local Binzhou University had reported multiple thefts involving losses of around 200,000 yuan ($29,000). Police\u00a0<a href=\"http:\/\/news.xinhuanet.com\/politics\/2013-10\/14\/c_125529429.htm\">cited Article 130 and said they would not reveal any personal information of the students<\/a>\u00a0(link in\u00a0Chinese).<\/p>\n<p>Groups seen as troublemakers, like migrant workers, activists and\u00a0<a href=\"https:\/\/www.hrw.org\/report\/2005\/12\/07\/we-could-disappear-any-time\/retaliation-and-abuses-against-chinese-petitioners\">petitioners seeking redress<\/a>\u00a0for a variety of greivances, are also being targeted for <span class=\"caps\">DNA<\/span> collection.
