Socorristas y Polic\u00edas\u00a0 de Am\u00e9rica Latina y el Caribe asistieron a la primera capacitaci\u00f3n regional avanzada ofrecida por la Organizaci\u00f3n para la Prohibici\u00f3n de las Armas Qu\u00edmicas (OPAQ), celebrada del 3 al 7 de abril en Bogot\u00e1, Colombia. La capacitaci\u00f3n incluy\u00f3 sesiones sobre toxicolog\u00eda, uso de equipo de protecci\u00f3n individual, m\u00e9todos de vigilancia, detecci\u00f3n y descontaminaci\u00f3n y tratamientos m\u00e9dicos y de v\u00edctimas. Otros aspectos esenciales del curso abordaron los retos asociados con la recolecci\u00f3n y manejo de evidencias qu\u00edmicas de escenas del crimen. Los \u00a026 participantes \u00a0de 14 Estados Miembros de la OPAQ inclu\u00edan profesionales de los organismos encargados de la aplicaci\u00f3n de la ley y de primera respuesta de una serie de organismos de respuesta a emergencias qu\u00edmicas y de defensa civil.<\/p>\n

\"images<\/a>THE HAGUE, Netherlands \u2014 24 April 2017 \u2014 Police first responders from Latin America and the Caribbean attended the first-ever advanced regional training offered by the Organisation for the Prohibition of Chemical Weapons (OPCW), held from 3-7 April in Bogot\u00e1, Colombia.<\/p>\n<\/div>\n

The training included sessions on toxicology, the use of individual protective equipment, methods of monitoring, detection and decontamination, and medical and casualty treatments. Other essential aspects of the course addressed challenges associated with collecting and managing chemical evidence from crime scenes.<\/p>\n<\/div>\n

\n

\u201cThrough this training, the OPCW aims to augment the capabilities of police first responders from Latin America and the Caribbean states parties to respond to potential chemical attacks or other incidents involving toxic chemicals. \u00a0Graduates will assimilate into national response teams and share their knowledge with other colleagues. We encourage these experts to join the forthcoming regional network of OPCW trainees under Article X of the Chemical Weapons Convention,\u201d expressed OPCW\u2019s Senior Assistance and Protection Officer, Justo A. Quintero M\u00e9ndez.<\/p>\n<\/div>\n

The 26 course participants from 14 OPCW Member States included professionals from law enforcement agencies and first responders from a range of chemical emergency response and civil defence agencies.<\/p>\n<\/div>\n

Instructors from Argentina and St. Lucia attended as part of the Instructor Development and Exchange Programme run by the OPCW Assistance and Protection Branch.<\/p>\n<\/div>\n

The Colombian Ministry of Foreign Affairs in its coordinating role of the National Authority to the CWC and the Criminal Investigation and INTERPOL Directorate of the Colombian National Police (DIJIN) partnered with the OPCW to organise this course.<\/p>\n<\/div>\n

The course participants came from Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Honduras, Jamaica, Mexico, Nicaragua, Panama, Paraguay, Peru and St. Lucia.<\/p>\n<\/div>\n

Background<\/b><\/p>\n<\/div>\n

\n

As the implementing body for the Chemical Weapons Convention, the OPCW oversees the global endeavour to permanently and verifiably eliminate chemical weapons. Since the Convention\u2019s entry into force in 1997 \u2013 and with its 192 States Parties \u2013 it is the most successful disarmament treaty eliminating an entire class of weapons of mass destruction.<\/p>\n<\/div>\n

\n

To date, nearly 95 per cent of all chemical weapon stockpiles declared by possessor States have been destroyed under OPCW verification. For its extensive efforts in eliminating chemical weapons, the OPCW received the 2013 Nobel Prize for Peace<\/p>\n<\/div>\n
