Smith)\" width=\"426\" height=\"284\" \/>SPACE SYMPOSIUM: Acting Defense Secretary Patrick Shanahan on April 9 bluntly asserted that China\u2019s PLA is \u201cdeploying directed energy (DE) weapons,\u201d adding that \u201cRussia is doing many of the same things.\u201d\u00a0 In perhaps the strongest rhetoric yet from a Trump administration official about counterspace threats to US satellite systems, Shanahan said: \u201cBoth China and Russia have weaponized space with the intent to hold American space capabilities at risk.\u201d<\/p>\n<p>Shanahan\u2019s comments about the state of Chinese and Russian DE counterspace weapons development go a step beyond the February-released assessment of the\u00a0<a href=\"https:\/\/www.dia.mil\/Portals\/27\/Documents\/News\/Military%20Power%20Publications\/Space_Threat_V14_020119_sm.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Defense Intelligence Agency (DIA).<\/a>\u00a0That characterized both countries as pursuing DE counterspace weapons but stopped short of definitively finding that they had deployed such weapons.<\/p>\n<p>\u201cChina\u00a0<strong>likely<\/strong>\u00a0(emphasis added) is pursuing laser weapons to disrupt, degrade, or damage satellites and their sensors and possibly already has a limited capability to employ laser systems against satellite sensors,\u201d the DIA said in its first ever assessment of threats to US space assets.<\/p>\n<p>The DIA and Shanahan do agree on the view that China likely will field a ground-based laser weapon that can counter low-orbit space-based sensors by next year.<\/p>\n<p>DIA also speculates that \u201cby the mid-to-late 2020s, it may field higher power systems that extend the threat to the structures of non-optical satellites.\u201d However, the footnotes in the DIA study cite only research papers published by Chinese scientists, the latest of which is dated 2010, as evidence of these assertions.\u00a0Further, two new studies by US-based nongovernmental organizations instead find that while there is some evidence from within the Chinese military research and development community regarding Chinese pursuit of DE counterspace systems, there is little solid evidence of how far along any weapons development programs may have.<\/p>\n<p>What the DIA, the\u00a0<a href=\"https:\/\/swfound.org\/media\/206408\/swf_global_counterspace_april2019_web.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Secure World Foundation (SWF)<\/a>\u00a0and the C<a href=\"https:\/\/www.csis.org\/analysis\/space-threat-assessment-2019\" target=\"_blank\" rel=\"noopener noreferrer\">enter for Strategic and International Studies\u00a0(CSIS)<\/a>\u00a0agree is that\u00a0<a href=\"https:\/\/breakingdefense.com\/2019\/04\/russia-builds-new-co-orbital-satellite-swf-csis-say\/\" target=\"_blank\" rel=\"noopener noreferrer\">China\u2019s ground-based, kinetic energy missile system<\/a>\u00a0is the only antisatellite (ASAT) weapon now being fielded by potential US adversaries \u2014 not counting jamming systems, which are widespread.<\/p>\n<p>Meanwhile, the Trump administration has been increasingly focused on the need for the United States to counter Chinese and Russian developments with both offensive and defensive ASAT weapons. \u201cThe threat is clear: we\u2019re in an era of great power competition, and the next major conflict may be won or lost in space,\u201d\u00a0Shanahan said. Because of Chinese and Russian actions, \u201cspace is no longer a sanctuary \u2013 it is now a warfighting domain,\u201d he said. \u201cThis is not a future or theoretical threat; this is today\u2019s threat. We are not going to sit back and watch \u2013 we are going to act.
