The bloc\u2019s commissioner for digital economy and society, Bulgaria\u2019s Mariya Gabriel, called them \u201ca solid foundation based on EU values.\u201d<\/p>\n<p class=\"paywall\">One of the 52 experts who worked on the guidelines argues that foundation is flawed\u2014thanks to the tech industry. Thomas Metzinger, a philosopher from the University of Mainz, in Germany, says too many of the experts who created the guidelines came from or were aligned with industry interests. Metzinger says he and another member of the group were asked to draft a list of AI uses that should be prohibited. That list\u00a0<a href=\"https:\/\/www.tagesspiegel.de\/politik\/eu-guidelines-ethics-washing-made-in-europe\/24195496.html\" target=\"_blank\" rel=\"noopener noreferrer\">included<\/a>\u00a0autonomous weapons, and government social scoring systems similar to those under\u00a0<a href=\"https:\/\/www.wired.com\/story\/age-of-social-credit\/\" target=\"_blank\" rel=\"noopener noreferrer\">development in China<\/a>. But Metzinger alleges tech\u2019s allies later convinced the broader group that it shouldn\u2019t draw any \u201cred lines\u201d around uses of AI.<\/p>\n<p class=\"paywall\">Metzinger says that spoiled a chance for the EU to set an influential example that\u2014like the bloc\u2019s\u00a0<a href=\"https:\/\/www.wired.com\/story\/europes-new-privacy-law-will-change-the-web-and-more\/\" target=\"_blank\" rel=\"noopener noreferrer\">GDPR privacy rules<\/a>\u2014showed technology must operate within clear limits. \u201cNow everything is up for negotiation,\u201d he says.<\/p>\n<p class=\"paywall\">When a formal draft was released in December, uses that had been suggested as requiring \u201cred lines\u201d were presented as examples of \u201ccritical concerns.\u201d That shift appeared to please Microsoft. The company didn\u2019t have its own seat on the EU expert group, but like Facebook, Apple, and others, was represented via trade group DigitalEurope. In a public comment on the draft, Cornelia Kutterer, Microsoft\u2019s senior director for EU government affairs, said the group had \u201ctaken the right approach in choosing to cast these as \u2018concerns,\u2019 rather than as \u2018red lines.\u2019\u201d Microsoft did not provide further comment. Cecilia Bonefeld-Dahl, director general for DigitalEurope and a member of the expert group, said its work had been balanced, and not tilted toward industry. \u201cWe need to get it right, not to stop European innovation and welfare, but also to avoid the risks of misuse of AI.\u201d<\/p>\n<p class=\"paywall\">The brouhaha over Europe\u2019s guidelines for AI was an early skirmish in a debate that\u2019s likely to recur around the globe, as policymakers consider installing guardrails on artificial intelligence to prevent harm to society.
