That includes writing official requirements for future weapons and source-selection criteria for contract competitions to encourage the use of\u00a0<a href=\"https:\/\/breakingdefense.com\/tag\/3d-printing\/\">3D printing<\/a>\u00a0and related techniques. Freedberg Jr. graphic\" width=\"300\" height=\"200\" \/><\/p>\n<p><strong>Marching Orders for Everyone<\/strong><\/p>\n<p>Packed into the\u00a0<a href=\"https:\/\/armypubs.army.mil\/epubs\/DR_pubs\/DR_a\/pdf\/web\/ARN19451_AD2019-29_Web_Final.pdf\">new policy\u2019s 16 pages<\/a>\u00a0are 53 specific taskings for the Army\u2019s civilian acquisition chief; its four-star commanders for future modernization, current materiel, and training; and its three-star deputy chiefs of staff for intelligence, logistics, and resourcing.<\/p>\n<p>The Army\u2019s civilian acquisition chief,\u00a0<a href=\"https:\/\/breakingdefense.com\/2019\/06\/army-to-test-robotic-gun-bruce-jette\/\">Assistant Secretary for Acquisition, Logistics, &amp; Technology Bruce Jette<\/a>, has the lead on advanced manufacturing policy:<\/p>\n<ul>\n<li>ASA(ALT) will revise the requisite Army regulations within the next two years.<\/li>\n<li>ASA(ALT) will develop a detailed implementation plan for the policy, with input from Army Materiel Command, Army Futures Command, and the Deputy Chief of Staff for Logistics (G-4).<\/li>\n<li>And ASA(ALT) will develop an implementation plan specifically for\u00a0<a href=\"https:\/\/www.acq.osd.mil\/se\/initiatives\/init_de.html\">digital engineering<\/a>. That\u2019s the practice of using detailed computer designs, models, and simulations for everything from blueprints to maintenance, which will now be required \u201cthroughout all phases of the acquisition lifecycle to the maximum extent practical.\u201d<\/li>\n<li>\n<ul>\n<li>With input from the assistant secretary for acquisition, Army Materiel Command, and the Deputy Chief of Staff for Intelligence (G-2), Futures Command will write the strategy to grow Army capabilities for additive manufacturing \u2014 and to protect those capabilities. \u201cProtection\u201d from what isn\u2019t made explicit, but given this is to be a \u201cthreat-based strategy,\u201d and the Pentagon has publicly identified Russia and\u00a0<a href=\"https:\/\/breakingdefense.com\/2019\/05\/ndaa-2020-sasc-emphasizes-tech-race-with-china\/\">China<\/a>\u00a0as the principal threats, cyber-espionage and sabotage are undoubtedly key concerns.<\/li>\n<li>AFC, which took over the Army\u2019s R&amp;D labs from Army Materiel Command, will become the Army\u2019s \u201ctechnical authority\u201d for research, development, and engineering related to advanced manufacturing. AFC will invest in developing new technologies and mature them until they can be used by ASA(ALT)\u2019s procurement programs and Army Materiel Command\u2019s sustainment programs.<\/li>\n<li>AFC now controls the writing of requirements for future weapons \u2014 formerly done by the Training &amp; Doctrine Command (TRADOC) \u2014 and those requirements must henceforth reflect \u201cperformance and readiness gains that can be made using advanced manufacturing methods and materials.\u201d<\/li>\n<li>AFC plays a major role in outreach to the private sector, so it will work with industry bodies to establish standards and best practices.<\/li>\n<\/ul>\n<p><img loading=\"lazy\" class=\"size-medium wp-image-40291\" src=\"https:\/\/sites.breakingmedia.com\/uploads\/sites\/3\/2017\/11\/Perna-GEN-AMC-Gus-160916-D-TS123-001-300x200.jpg\" sizes=\"(max-width: 300px) 100vw, 300px\" srcset=\"https:\/\/sites.breakingmedia.com\/uploads\/sites\/3\/2017\/11\/Perna-GEN-AMC-Gus-160916-D-TS123-001-300x200.jpg 300w, https:\/\/sites.breakingmedia.com\/uploads\/sites\/3\/2017\/11\/Perna-GEN-AMC-Gus-160916-D-TS123-001-210x140.jpg 210w, https:\/\/sites.breakingmedia.com\/uploads\/sites\/3\/2017\/11\/Perna-GEN-AMC-Gus-160916-D-TS123-001.jpg 600w\" alt=\"Army photo\" width=\"300\" height=\"200\" \/><\/p>\n<p>While\u00a0<a href=\"https:\/\/breakingdefense.com\/2019\/04\/ai-initiative-lots-of-smart-bombs-gen-perna-on-supplying-major-wars\/\">Army Materiel Command<\/a>\u00a0gave up its\u00a0<a href=\"https:\/\/breakingdefense.com\/2019\/02\/army-rd-chief-i-dont-think-we-went-far-enough-but-futures-command-can\/\">R&amp;D labs to Futures Command<\/a>, it still plays a leading role in sustaining the equipment the Army already has. In particular, AMC runs the Army\u2019s organic industrial base \u2014 maintenance depots, arsenals, ammunition plants.<\/p>\n<ul>\n<li>AMC will establish an \u201cadvanced manufacturing center of excellence\u201d within that infrastructure.<\/li>\n<li>AMC will also develop a capital improvement plan to upgrade the industrial base\u2019s advanced manufacturing capabilities.<\/li>\n<li>AMC will coordinate education and training for the organic industrial base workforce in how to use the new equipment and techniques.<\/li>\n<\/ul>\n<p><a href=\"https:\/\/breakingdefense.com\/2018\/12\/us-armys-brain-transplant-futurists-move-to-futures-command\/\">TRADOC<\/a>, while it gave its requirements-writing responsibilities over to Futures Command, will develop doctrine and training for military personnel who need to employ advanced manufacturing. That would affect everyone from generals running acquisition in the Pentagon to sergeants trying to 3D print spare parts in the field.<\/p>\n<p>Other orders fall equally on multiple organizations:<\/p>\n<ul>\n<li>The assistant Army Secretary for acquisition, Army Futures Command, and Army Materiel Command will together write requirements for what\u2019s called a \u201cdigital thread\u201d \u2014 a specific kind of digital engineering intended to carry through a weapon\u2019s entire life cycle from the initial concept through production and maintenance.<\/li>\n<li>A different set of players \u2014 TRADOC and the deputy chief of staff for logistics, plus Materiel and Futures Command \u2014 will study \u201cuses of advanced manufacturing at the tactical level to reduce the logistics footprint.\u201d That implies expedients like 3D printing spare parts as needed in the field, rather than having a long supply line and bulky inventories of every possible part that might be required.
