La Acci\u00f3n de vigilancia permanente empleando drones, a\u00fan con aeronaves no sigilosas sobre los movimientos del oponente, tiene un poderoso efecto desalentador, al dificultar el empleo de uno de los principios vitales para la conducci\u00f3n de las operaciones militares, como es \u201cla sorpresa\u201d.<\/p>\n<hr \/>\n<p><strong>Executive Summary<\/strong><\/p>\n<p>In an era of renewed great power competition, one of the most significant challenges the United States and its allies face is the need to deny China or Russia the ability to launch opportunistic acts of aggression against an ally or partner in the Western Pacific or Eastern Europe. This report proposes a \u201cdeterrence by detection\u201d operational concept to deter Chinese and Russian aggression, one that uses a network of existing non-stealthy long- endurance unmanned aircraft systems (UAS) to maintain real-time, persistent situational awareness in key geographic areas in the Western Pacific and Eastern Europe.<\/p>\n<p><strong>Background<\/strong><\/p>\n<p>China and Russia are developing the ability to launch aggression rapidly against states on their periphery under the cover of increasingly capable reconnaissance-strike networks. The geographic friction points in the Western Pacific and Eastern Europe that are most likely to devolve into crisis and conflict lie much closer to Russia and China than they do to the continental United States.
