El intercambio de datos es particularmente importante ya que el DoD se embarca en una iniciativa masiva de modernizaci\u00f3n de la red llamada Comando y Control Conjunto de todos los dominios, en la que los datos se pasan a trav\u00e9s de los servicios y dominios del campo de combate para brindarles a los comandantes una comprensi\u00f3n completa del mismo.<\/p>\n<hr \/>\n<p class=\"Paragraph-sc-1tqpf5s-0 jQOUvm body-paragraph body-paragraph\">WASHINGTON \u2014 Nearly one year after releasing its first data strategy, the Pentagon has made\u00a0<a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/it-networks\/2021\/01\/27\/getting-away-from-anything-goes-military-leaders-set-data-standards-for-joint-war-fighting\/\" target=\"_blank\" rel=\"noopener\">progress on sharing data<\/a>, but the department is still working through challenges related to older systems and human talent shortages, its top data official told C4ISRNET.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 jQOUvm body-paragraph body-paragraph\">The progress comes amid a concerted push in the last year from senior leaders pushing strategies and policies to treat data as an enterprise resource across the department. Data sharing is particularly important as the department embarks on\u00a0<a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/c2-comms\/2021\/06\/15\/part-3-proposed-modernization-increases-show-army-sees-joint-operations-as-top-priority\/\" target=\"_blank\" rel=\"noopener\">a massive network modernization initiative\u00a0<\/a>called Joint All-Domain Command and Control, in which data is passed across services and warfighting domains to give commanders full understanding of the battlefield.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 jQOUvm body-paragraph body-paragraph\">\u201cPeople recognize that it\u2019s not an option, that we all will share department data,\u201d said David Spirk, the Pentagon\u2019s chief data officer. \u201cAnd two, it\u2019s not just about big data, it\u2019s about good data. And we\u2019re taking active steps to begin that conversation and ensuring that that\u2019s the way forward.\u201d<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 jQOUvm body-paragraph body-paragraph\">In October last year, the department released a data strategy that focused on enabling joint war fighting and senior leader decision making. In May, Deputy Secretary of Defense Kathleen Hicks outlined \u201c<a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/it-networks\/2021\/05\/11\/new-pentagon-directive-to-manage-gobs-of-data-make-it-all-sharable\/\" target=\"_blank\" rel=\"noopener\">data decrees<\/a>\u201d directing Pentagon components to make their data shareable and designated Spirk the Pentagon\u2019s top policymaker for the department\u2019s data.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 jQOUvm body-paragraph body-paragraph\">In an interview, Spirk said that a \u201ccultural movement\u201d is afoot in the department, driven by senior leaders like Hicks mandating changes to the way the department handles data and adding that under secretaries and assistant secretaries are using data-driven decision-making.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 jQOUvm body-paragraph body-paragraph\">Earlier this summer, Hicks announced the\u00a0<a href=\"https:\/\/www.c4isrnet.com\/artificial-intelligence\/2021\/06\/22\/pentagon-launches-artificial-intelligence-effort-to-prep-combatant-commands-for-jadc2\/\" target=\"_blank\" rel=\"noopener\">Artificial Intelligence and Data Accelerator initiative<\/a>\u00a0that would place operational data teams with combatant commands to work on improving data management to help prepare for artificial intelligence and data-driven warfare. Those teams will help catalogue, manage and automate data at all the combatant commands.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 jQOUvm body-paragraph body-paragraph\">\u201cAll of them [combatant commands] [are] now asking to take part and jockeying for who comes first in the rollout of the operational data teams,\u201d Spirk said.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 jQOUvm body-paragraph body-paragraph\">Still, the department has several challenges that it needs to overcome for data-driven warfare. In the U.S. military\u2019s withdrawal from Afghanistan, senior leaders realized the department had \u201cgrossly underestimated\u201d the department\u2019s problem with gaining access to authoritative data sources, according to Brig. Gen. Rob Parker, chair of the JADC2 Cross-Functional Team.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 jQOUvm body-paragraph body-paragraph\">\u201cWe have some real work to do on some big challenges that are out there, [such as] getting access to authoritative data sources [and] having the right policy in place to allow us to share that with our partners,\u201d Parker said at the Sept. 8 Defense News conference.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 jQOUvm body-paragraph body-paragraph\">Spirk also said the Afghanistan exit highlighted some data difficulties, including messy data and systems that couldn\u2019t automated their data feeds, making it very difficult to provide live data updates to senior officials.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 jQOUvm body-paragraph body-paragraph\">\u201cWe have a lot of systems that we now need to go back and prioritize and understand that they just weren\u2019t built with the capability to move this fast on our data. And so we\u2019ve got to go back and do that,\u201d Spirk said. \u201cI think that really is probably the biggest challenge we have right now. Again, it goes back to the systems weren\u2019t generating great data and the ones that did, didn\u2019t do it so that it could be an automated machine-to-machine read to go faster. So we\u2019ve got to go back and clean up a lot.\u201d<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 jQOUvm body-paragraph body-paragraph\">Spirk also said that one of the lessons learned from the exit was the \u201cpower\u201d of using the same data management and analytics platforms that use an open standard architecture\u2014 which eases interoperability \u2014 from the tactical level up to the strategic.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 jQOUvm body-paragraph body-paragraph\">In the interview, Spirk also said the most common needs he hears from combatant commands are \u201caccess to data talent and the platforms that others have found the most useful.\u201d Combatant commands need \u201chuman capital that understands how to begin engineering their data into these systems so they can understand what the art of the possible is,\u201d he said.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 jQOUvm body-paragraph body-paragraph\">While the department has set some foundational policies in place, such as its data cataloguing memo, sufficiently skilled personnel need to be in place across the department, services and combatant commands in order to actually institute the mandated data policies.
