Existe preocupaci\u00f3n adem\u00e1s, respecto de la posibilidad de proliferaci\u00f3n en terceros pa\u00edses, debido a que no existen a\u00fan regulaciones ni esfuerzos multilaterales, que prevean el control y limitaciones de empleo de estos sistemas verdaderamente disruptivos.<\/p>\n<hr \/>\n<div class=\"st__content-block st__content-block--list\">\n<ul>\n<li>A hypersonic weapon was reportedly used in combat for the first time.<\/li>\n<\/ul>\n<\/div>\n<div class=\"st__content-block st__content-block--list\">\n<ul>\n<li>A handful of countries are believed to have hypersonic weapons programmes.<\/li>\n<\/ul>\n<\/div>\n<div class=\"st__content-block st__content-block--list\">\n<ul>\n<li>Despite the risks they pose, no comprehensive efforts have been made to check their spread.<\/li>\n<\/ul>\n<\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>Nearly four years ago, Russia\u00a0<a href=\"https:\/\/www.iiss.org\/blogs\/military-balance\/2018\/05\/kinzhal-missile\" target=\"_blank\" rel=\"noopener\">brandished<\/a>\u00a0one of its newest armaments during a Victory Day parade in Moscow \u2013 a hypersonic missile fastened to a fighter jet and\u00a0<a href=\"https:\/\/www.defensenews.com\/industry\/techwatch\/2018\/05\/09\/russias-hypersonic-missile-debuts-alongside-new-military-tech-at-parade\/\" target=\"_blank\" rel=\"noopener\">described<\/a>\u00a0as a \u201cdoomsday super weapon.\u201d<\/p>\n<\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>About four days ago, Russia\u00a0<a href=\"https:\/\/www.nytimes.com\/2022\/03\/19\/us\/politics\/russia-hypersonic-missile-attack-claim.html?searchResultPosition=5\" target=\"_blank\" rel=\"noopener\">reportedly<\/a>\u00a0made the first use of a hypersonic weapon in combat during an attack in western Ukraine.<\/p>\n<\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>They\u2019ve been a source of growing anxiety and a secretive arms race for years. Yet, there haven\u2019t been any broad, multilateral efforts made to limit the spread of hypersonic weapons.<\/p>\n<\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>They can fly\u00a0<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-10-27\/hypersonic-weapons-who-has-them-and-why-it-matters-quicktake\" target=\"_blank\" rel=\"noopener\">faster<\/a>\u00a0than five times the speed of sound, but that isn\u2019t their only distinctly dangerous quality. They\u2019re\u00a0<a href=\"https:\/\/www.science.org\/content\/article\/national-pride-stake-russia-china-united-states-race-build-hypersonic-weapons\" target=\"_blank\" rel=\"noopener\">maneuverable<\/a>, could be used to modernize nuclear arsenals, and may eventually be released\u00a0<a href=\"https:\/\/www.apln.network\/analysis\/policy-briefs\/chinese-fractional-orbital-bombardment\" target=\"_blank\" rel=\"noopener\">from space<\/a>\u00a0in\u00a0<a href=\"https:\/\/twitter.com\/Joshua_Pollack\/status\/1449512387678191618\" target=\"_blank\" rel=\"noopener\">ways<\/a>\u00a0that evade missile-defense systems. US systems facing north in anticipation of an attack, for example, may now suddenly be useless against missiles approaching from\u00a0<a href=\"https:\/\/www.npr.org\/2021\/10\/20\/1047384050\/behind-murky-claim-of-a-new-hypersonic-missile-test-there-lies-a-very-real-arms-\" target=\"_blank\" rel=\"noopener\">the south<\/a>.<\/p>\n<\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>Some experts have\u00a0<a href=\"https:\/\/www.bbc.com\/news\/world-europe-60806151?utm_source=Eurasia+Group+Signal&amp;utm_campaign=6d97840a07-EMAIL_CAMPAIGN_2022_03_21_11_02&amp;utm_medium=email&amp;utm_term=0_e605619869-6d97840a07-170219525\" target=\"_blank\" rel=\"noopener\">dismissed<\/a>\u00a0the strategic value of Russia\u2019s hypersonic weapons used in Ukraine. Others\u00a0<a href=\"https:\/\/www.scientificamerican.com\/article\/the-physics-and-hype-of-hypersonic-weapons\/\" target=\"_blank\" rel=\"noopener\">downplay<\/a>\u00a0the technology more generally. But most seem to agree that the escalating pursuit of its development presents a real risk. \u201cThere is probably less than a decade available to substantially hinder the potential proliferation of hypersonic missiles,\u201d the RAND Corporation\u00a0<a href=\"https:\/\/www.rand.org\/pubs\/research_reports\/RR2137.html\" target=\"_blank\" rel=\"noopener\">warned<\/a>\u00a0us. That was about five years ago.<\/p>\n<\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>A\u00a0<a href=\"https:\/\/www.un.org\/disarmament\/publications\/more\/hypersonic-weapons-a-challenge-and-opportunity-for-strategic-arms-control\/\" target=\"_blank\" rel=\"noopener\">report<\/a>\u00a0published by the UN in 2019 suggested an outright ban, or restricting hypersonic weapons systems to countries that already have them.<\/p>\n<div class=\"st__content-block st__content-block--text\">\n<p>In addition to Russia, countries\u00a0<a href=\"https:\/\/sgp.fas.org\/crs\/weapons\/R45811.pdf\" target=\"_blank\" rel=\"noopener\">believed<\/a>\u00a0to have hypersonic weapons programmes include the US, China, Australia, India, France, Germany, and Japan.<\/p>\n<\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>Some or all of these countries have been parties to global efforts to govern the use of nuclear weapons over the years, ranging from the\u00a0<a href=\"https:\/\/www.nti.org\/education-center\/treaties-and-regimes\/antarctic-treaty\/#:~:text=The%20Treaty%20obligates%20Parties%20to,radioactive%20waste%20material%20are%20prohibited.\" target=\"_blank\" rel=\"noopener\">Antarctic Treaty<\/a>\u00a0to the\u00a0<a href=\"https:\/\/treaties.unoda.org\/t\/npt\" target=\"_blank\" rel=\"noopener\">Treaty on the Non-Proliferation of Nuclear Weapons<\/a>. Collectively, these have spurred healthy engagement and led to the\u00a0<a href=\"https:\/\/www.armscontrol.org\/factsheets\/INFtreaty\" target=\"_blank\" rel=\"noopener\">destruction<\/a>\u00a0of large numbers of arms.<\/p>\n<\/div>\n<p id=\"an-issue-likely-to-outlast-the-fighting-in-ukraine\" class=\"st__content-block st__content-block--heading st__content-block--heading-2\"><b>An issue likely to outlast the fighting in Ukraine<\/b><\/p>\n<div class=\"st__content-block st__content-block--text\">\n<p>However, there are\u00a0<a href=\"https:\/\/www.brookings.edu\/blog\/order-from-chaos\/2019\/04\/25\/nuclear-security-arms-control-and-the-us-russia-relationship\/\" target=\"_blank\" rel=\"noopener\">fewer<\/a>\u00a0nuclear arms treaties in effect \u2013 so, fewer that could be\u00a0<a href=\"https:\/\/www.justsecurity.org\/70025\/lets-make-a-deal-how-to-mitigate-the-risk-of-hypersonic-weapons\/\" target=\"_blank\" rel=\"noopener\">expanded<\/a>\u00a0to address hypersonic weapons. None of the countries thought to have hypersonic weapons programmes have signed the Treaty on the Prohibition of Nuclear Weapons that entered into force\u00a0<a href=\"https:\/\/www.icrc.org\/en\/document\/why-nuclear-ban-treaty-matters\" target=\"_blank\" rel=\"noopener\">last year<\/a>, including the\u00a0<a href=\"https:\/\/www.japantimes.co.jp\/opinion\/2022\/03\/22\/commentary\/japan-commentary\/japan-nuclear-treaty\/\" target=\"_blank\" rel=\"noopener\">only country<\/a>\u00a0to ever experience the trauma of nuclear weapons firsthand.<\/p>\n<\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>The US decision to withdraw from the Anti-Ballistic Missile Treaty in 2002 has actually been\u00a0<a href=\"https:\/\/carnegieendowment.org\/2021\/12\/13\/u.s.-exit-from-anti-ballistic-missile-treaty-has-fueled-new-arms-race-pub-85977\" target=\"_blank\" rel=\"noopener\">cited<\/a>\u00a0as motivation for Russia to push forward with a hypersonic weapons programme.<\/p>\n<\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>New START, the\u00a0<a href=\"https:\/\/www.europarl.europa.eu\/thinktank\/en\/document\/EPRS_BRI(2021)690523#:~:text=The%202019%20collapse%20of%20the,US%2DRussia%20arms%20control%20agreement.\" target=\"_blank\" rel=\"noopener\">only remaining<\/a>\u00a0nuclear arms-control agreement between the US and Russia, only indirectly addresses hypersonic weapons \u2013 which has\u00a0<a href=\"https:\/\/allthingsnuclear.org\/ctracy\/fitting-hypersonic-weapons-into-the-nuclear-arms-control-regime\/\" target=\"_blank\" rel=\"noopener\">been described<\/a>\u00a0as \u201cbetter than nothing.\u201d<\/p>\n<\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>Now, Russia\u2019s invasion of Ukraine and growing isolation may be\u00a0<a href=\"https:\/\/warontherocks.com\/2022\/02\/what-would-russias-break-with-the-west-mean-for-nuclear-arms-control\/\" target=\"_blank\" rel=\"noopener\">catastrophic<\/a>\u00a0for global arms-control efforts generally.<\/p>\n<div class=\"st__content-block st__content-block--text\">\n<p>The broader context for the development of hypersonic weapons is a notable increase in overall global military spending. According to\u00a0<a href=\"https:\/\/www.sipri.org\/media\/press-release\/2021\/world-military-spending-rises-almost-2-trillion-2020#:~:text=(Stockholm%2C%2026%20April%202021),Peace%20Research%20Institute%20(SIPRI).\" target=\"_blank\" rel=\"noopener\">one measure<\/a>, spending rose in 2020 by its sharpest annual rate since the financial crisis, even as global GDP contracted.<\/p>\n<\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>Another\u00a0<a href=\"https:\/\/www.iiss.org\/blogs\/analysis\/2022\/02\/military-balance-2022-further-assessments\" target=\"_blank\" rel=\"noopener\">analysis<\/a>\u00a0found that spending edged even higher in 2021, at least in nominal terms (surging inflation resulted in a decline in real terms). It noted that hypersonic \u201cboost-glide\u201d vehicles that can cover long distances in unpredictable ways are often conflated with hypersonic cruise missiles, though both present challenges for missile defenses.<\/p>\n<\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>In the US, the Navy\u00a0<a href=\"https:\/\/news.usni.org\/2021\/07\/20\/report-to-congress-on-conventional-prompt-global-strike-and-long-range-ballistic-missiles-4\" target=\"_blank\" rel=\"noopener\">requested<\/a>\u00a0$1.4 billion for fiscal 2022, an amount larger than\u00a0<a href=\"https:\/\/worldpopulationreview.com\/countries\/countries-by-gdp\" target=\"_blank\" rel=\"noopener\">some<\/a>\u00a0countries\u2019 annual GDP, for its\u00a0<a href=\"https:\/\/www.ssp.navy.mil\/six_lines_of_business\/cps.html#:~:text=The%20U.S.%20Navy's%20Conventional%20Prompt,strike%20capability%20in%20contested%20environments.\" target=\"_blank\" rel=\"noopener\">Conventional Prompt Strike<\/a>\u00a0hypersonic weapon system.<\/p>\n<\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>The hypersonic arms race will likely outlast the fighting in Ukraine, and may draw\u00a0<a href=\"https:\/\/spectrum.ieee.org\/russia-china-the-us-who-will-win-the-hypersonic-arms-race\" target=\"_blank\" rel=\"noopener\">more countries<\/a>\u00a0into a costly and unnerving game of one-upmanship.<\/p>\n<\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>\u201cIt\u2019s a consequential weapon,\u201d US President Joe Biden\u00a0<a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/speeches-remarks\/2022\/03\/21\/remarks-by-president-biden-before-business-roundtables-ceo-quarterly-meeting\/\" target=\"_blank\" rel=\"noopener\">said recently<\/a>\u00a0of the hypersonic missiles apparently used by Russia. \u201cIt\u2019s almost impossible to stop it.\u201d<\/p>\n<\/div>\n<p
